Fermi Research Alliance’s (FRA) Finance Section seeks an experienced Sr. Project Procurement Administrator to join the Proton Improvement Plan-II (PIP-II) Project’s procurement efforts. PIP-II is a large, multi-faceted and multi-national project that will construct a new superconducting linear accelerator on the Fermilab site to provide powerful, high intensity proton beams to the Laboratory’s experiments. FRA has overall management responsibility for this highly international project.
Assist efforts on procurements ranging from routine to complex high dollar value contracts in accordance with established FRA procurement policies and procedures, contract law, commercial practice and applicable federal procurement regulations.
Help develop procurement strategies and schedules in consultation with the project team and FRA Procurement department.
Assist with all the aspects of the project’s procurements including acquisition planning, development, solicitation, negotiation, award, and subcontract administration.
Provide leadership of subcontracting personnel for the project.
Interface with Department of Energy personnel on procurement matters which include strategy, compliance,reporting, and subcontracting activity.
Supports FRA Procurement’s compliance and self-assessment activities as they relate to PIP-II procurement.

We Are Looking For:
Bachelor’s degree in Business Administration or similar discipline
7+ years’ experience in planning and executing procurements
Experience in construction management and design/build contracting
Experience in federal contracting and working knowledge of the Federal Acquisition Regulations
Proven ability to plan, develop, negotiate, administer and close large, complex, high dollar value subcontracts
Past experience supervising procurement/contracting staff
Excellent oral and written communication skills
Experience with electronic word processing, spreadsheets, document sharing systems, mail and other common office tools
Experience with Department of Energy (DOE) projects is advantageous
Background in fabrication is a plus.
Experience working in a matrixed project team environment is desired
