The Procurement Manager is a position in the Procurement Department under the Office of the Chief Operating Officer. This position reports to the Director of Procurement and provides advice to the Procurement Department and other business owners. This position provides full lifecycle procurement services (e.g. coordinating and developing RFP(s) through contract execution and close out), as well as high-level procurement and contract management expertise. This position provides training and guidance to the staff to ensure PCORI's conformity to procurement policies and procedures.
The Procurement Manager plays an integral role in ensuring provision of excellent customer service and adherence to operational budgets, and fosters effective partnerships with key stakeholders. He/she participates in cross-functional workgroups, teams, and committees and interacts with individuals or groups representing diverse backgrounds, interests, and points of view.
Duties and Responsibilities
Procurement Operations & Contract Management
Acts as a strategic business partner that provides procurement expertise, particularly related to leading and negotiating complex professional services contracts/agreements in support of healthcare research.
Manages and executes pre- and post-award acquisition and administration activities (procurement life-cycle) across procurements of varied size, risk, and complexity. May include, but is not limited to:
Partnering with business owners and key implementation partners (IT, Legal, Finance, etc.) to conduct procurement planning, conduct market research, and develop RFIs, RFQs, RFPs, Statements of Work, and other required documentation
Recommending alternative methods of procuring complex procurements based on the internal customer's needs
Reviewing procurement requests and contractual documentation for clarity, accuracy, and conformance with internal templates, contract terms, contract conditions, and other relevant provisions
Facilitating proposal evaluation process, which may include developing evaluation criteria in partnership with the business owner, performing cost/price analyses, and/or conducting offerer and contractor responsibility/risk compliance analyses
Leading negotiations with potential suppliers to the mutual satisfaction of all parties
Coordinating award recommendation and approval process
Monitoring spending, contractor performance, and expiration of the Agreement
Understands and implements procurement policies and procedures
Makes recommendations to improve policies and procedures that support PCORI's Program Officers and how they manage agreements
Supports supplier management activities to increase capacity and evaluation at PCORI
Advises and supports internal customers on issues/developments relative to new requirements, current procurements and/or issues/problems with current contracts
Responds to internal/external inquiries regarding PCORI’s procurements and agreements in a timely and professional manner
Strong negotiation and budget management skills

Bachelor's degree in Business, Management, Contract Management or related field required. Master’s degree and/or relevant certifications (CPCM, CPSM, CPM, CCM, FAC-C) are preferred.
6+ years of directly related experience in procurement or contracting
3+ years of procurement management experience
3+ years of strategic sourcing experience
Knowledge of basic legal principles. Juris doctorate is a plus
Health care research sourcing/procurement experience, a plus
Experienced in leading and negotiating various professional services and supply-related contracts/agreements and contract types - fixed price, time & materials/labor hour, and cost reimbursable type contracts
Experienced in articulating and proposing alternative methods for procuring complex procurements based on the internal customer’s needs
Must be computer savvy and have strong background in Microsoft Office products
Experienced in using procurement and financial systems and applications
Intellectual curiosity and a professional commitment to excellence
About Patient-Centered Outcomes Research Institute
he Patient-Centered Outcomes Research Institute (PCORI), an independent nonprofit, nongovernmental organization located in Washington, DC, was authorized by Congress in 2010.
Our mandate is to improve the quality and relevance of evidence available to help patients, caregivers, clinicians, employers, insurers, and policy makers make informed health decisions. Specifically, we fund comparative clinical effectiveness research, or CER, as well as support work that will improve the methods used to conduct such studies.
The goal of our work is to determine which of the many healthcare options available to patients and those who care for them work best in particular circumstances. We do this by taking a particular approach to CER called Patient-Centered Outcomes Research, or PCOR, research that addresses the questions and concerns most relevant to patients, and we involve patients, caregivers, clinicians, and other healthcare stakeholders, along with researchers, throughout the process.
