Developing acquisition plans and other procurement justification and approval documentation.
Assisting in source selection plans to include development of evaluation criteria, contract line item structures, statements of work, contract modifications, and contract correspondence.
Providing professional support to include; acquisition planning, market research, price/cost estimates, document development, quality assurance surveillance plans, statements of work, synopses, solicitations, price negotiation memorandum, proposal evaluations, price/cost analysis, reviewing contractor performance, developing contract modifications, investigating reports of contract discrepancies, and contract close-out assistance.
Pre and post award Contracts activity.
Preparation of modifications both lateral and bi-lateral.
Attend program meetings and represent ACQ.
Communicate with various level of management and federal branch chiefs.
Support year end closing activity as required
Provide advice counsel to Acquisition Contract Officer and Contracting Officer's Representative (COR).
College degree in Business Administration or Acquisitions or 6 plus years of Contract Specialist experience.
Review and critique statement of works (SOW) & Performance work statement (PWS). Support close-out activity as needed.
Required experience with Prism or Comprizion procurement systems.
Knowledge and an understanding of the various acquisition approaches to include full and open competition, firm-fixed price contracts (FFP), labor-hour contracts(T&M), Cost Plus Fixed Fee (CPFF), government-wide agency contracts, inter-agency agreements, and blanket purchase agreements, and ability to formulate the appropriate documentation for the various approaches.
Demonstrated expertise in all life cycle phases of contracting, including the pre-award phase of contracting (acquisition planning, solicitation, source selection, and award) and post-award contract administration.
Experience in handling large and complex procurements from procurement planning through contract execution.
Demonstrated experience with acquisition streamlining initiatives and reforms.
Required experience with contract types to include FFP, T&M and CPFF.
Cost Realism Analysis to independently review and evaluate specific elements of each offeror's proposed cost estimate.
Excellent written and verbal communication skills.
Expert working knowledge of Federal Acquisition Regulation (FAR) with the ability to quickly adapt to agency specific regulations.
An acquisition certification equivalence of Level I (FAC-C or DAWIA).
