PREMIER has an immediate opportunity for a Senior Contract Specialist located in Washington, DC to provide cradle-to-grave acquisition support.
POSITION DESCRIPTION / KEY RESPONSIBILITIES:
The Senior Contract Specialist will be responsible for the following:
Support the Court Services and Offender Supervision Agency's (CSOSA) Procurement Office with Pre-award procurements/acquisitions.
Assist the Office of Procurement with acquisition and contract management, cost and pricing, contract review and oversight and contract administration through closeout.
More than 75% of the work is focused on pre-award activities.
Assist with development of acquisition packages/documents (RFPs, SOWs/PWSs, IGCEs, J&A, SSEP, Market Research, etc.); review of these documents for quality, clarity, and adherence to applicable regulations (FAR, agency regulations, etc.) and recommendation of revisions.
Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition) sources, cost estimates, milestone schedule, etc.
Conduct research of available suppliers and compare the services and costs of obtaining support from the different providers.
Determine applicability of the Economy Act.
Must be able to independently develop written acquisition plans; Economy Act, and other related documentation for review and signature by the responsible Government Contracting Officer.
Conduct market research to identify potential sources and contract vehicles.
Prepare written documentation of market research.
Help determine acquisition strategies and other strategies for inter-agency transfers and agreements under various authorities to meet COSA requirements
Prepare Source Selection Plans.
Perform cost/price analysis of simple to complex proposals for fixed price type contracts.
Prepare Request for Quotes (RFQs, Request for Proposals (RFPs).and Combined Synopsis/solicitations.
Assure the solicitation includes all appropriate solicitation terms and conditions.
Work with the Contracting Officer to release solicitation.
Work with evaluators and Contracting Officer (CO) to identify pre-negotiation objectives and assist the CO with discussions with Offerors.
Prepare final contract award documents for signature by the CO and Contracting Officer Representative(COR) designation letters.
Obtain legal consequence as instructed by the CO.
Actively participate and/or lead technical and business proposal evaluation teams.
Experience with CSOSA or Department of Justice acquisition processes is a plus.
7-10 years of experience specifically providing Pre-award support to the Federal Government.
Any of the following: FAC-C Level III, DAWIA Level III, ICCM-F Level III, or ICCM-D Level III (preferred, but not required).
Must be experience with the Federal Acquisition Regulation (FAR).
Must have experience with various types of contracts including IDIQ, T&M, hybrids and fixed price
Use project management principles to complete work, MS Office Suite a must.
Grammar and grammar mechanic written skills are required.
