Enabling approximately $900 million in Sales per year from government, industry, and academic organizations so that PNNL scientists and engineers can provide world-class research and development. Responsible for overseeing contracting professionals who are responsible for closely collaborating with others crucial to the Sales process such as project managers, Legal, and Accounts Receivable staff. -Procuring in excess of $350 million each year in goods and services so that research and support staff have in place the necessary equipment, goods and services to seamlessly perform their duties. Responsible for overseeing contracting professionals who closely collaborate with others within the Acquisitions process such as project managers, Legal, Receiving, Worker Safety and Health staff, Accounts Payable, and Property Management. -Maintaining a DOE-approved procurement system by serving as the Senior Acquisitions Executive in all aspects of the procurement process including dealing with external entities. This includes managing the Socio-Economic Program by establishing and achieving aggressive socio-economic goals through high interaction with the contracting staff, DOE Pacific Northwest Site Office (PNSO) and aligned with the Small Business Administration (SBA) objectives. -Managing the P-card, Business to Business (B2B) mechanized program, and Contract Closeout functions. -Supporting and maturing a simplified Sales process that enables an efficient approach for our internal customers by partnering with senior management, key business services, and PNSO. Inspiring a team of Contract professionals to partner closely with their customer base to be recognized for their expertise in the area of proposal opportunity, business capture and associated contract administration. -Serving as primary point of contact for all external and internal audits/surveillance's in the areas of Procurement and Sales. Manage all audits and surveillance's to assure timely and positive response to all actions including corrective actions. -Stewarding two Management and Operations Programs responsible for the entire life-cycle process for: (1) “Acquisitions” which embodies direct purchasing functions under direct management as well as supporting functions managed by others to include Accounts Payable, Shipping and Receiving and Property Management; and (2) “Billing and Funds Management,” which embodies the Sales functions under direct management as well as supporting functions managed by others to include Accounts Receivable as well as coordination with the DOE Budget Office. -Managing and enhancing the Contracts Self-Assessment/Balanced Scorecard Program; both Procurement and Sales to meet PNNL and DOE’s expectations and assure continuous improvements are identified and implemented. -Responsible for managing and providing leadership for a 90 person organization that includes administrative, professional, and managerial staff.

-Bachelor’s degree and 15+ years of relevant experience; OR, a Master’s degree and 12+ years of relevant experience. -Typical related experience includes comprehensive knowledge of contract principles including government requirements and regulations and at least 15 years of business experience with demonstrated ability in the areas of contracts. In addition, the incumbent must possess an understanding of Federal Socio-economic policies and expected levels of performance. -This position requires the ability to obtain a federal security clearance.
