Responsible for the administration and management of procurements, grants and contracts from inception to closeout.
What you'll do:
Oversee and support organizational procurement processes for assigned portfolio.
Advise project staff on contractual issues based on contractual documents, client regulations, and ICMA policies.
Serve as a technical resource to ICMA staff in interpreting funder rules and regulations and acts as primary point of contact for contractual issues.
Provide proposal support as directed, including but not limited to the budget review, preparation of cost forms, collecting subcontractor data, solicitations review and submission and proposal compliance with solicitation requirements. May conduct and/or participate in best and final offer (BAFO) negotiations.
Upon receipt of new awards, prepare new award briefs and billing set up memos and conduct project start up meetings with the project team.
Lead subaward/subcontract monitoring for the assigned portfolio including preparation of subcontractor/sub-recipient monitoring plans and document monitoring results, including performance, compliance with terms and conditions, and budget management.
Obtain or assist to obtain required prior approvals and waivers from funders.
Maintain audit-ready grant and contract files.
Bachelors Degree preferred.
Knowledge, Skills and Abilities:
2-4 years of relevant experience administering grants and contracts
Knowledge of 2 CFR 200, Federal Acquisition Regulations (FAR) and AIDAR.
Experience with working with USAID/OTI/CDC contracts, cooperative agreements and grants
Demonstrated experience negotiating with subcontractors at all levels.
Superior critical thinking skills
Excellent verbal and written communication skills
Ability to prepare budgets of medium complexity.
Experience with working in MS Office Suite and Adobe Acrobat.
