The Contracts Manager will be responsible for supporting and helping to mature and lead the firm’s contracting and procurement functions in a growth-oriented, entrepreneurial environment, with emphases on compliance, operational efficiency, and customer service. The Contracts Manager will provide contractual and procurement leadership support to company program managers, business development personnel, senior leaders, and other corporate staff, with a focus on end–to–end service throughout the opportunity and contract lifecycles. The Contracts Manager will have responsibility for a defined range of strategic and programmatic matters; apply enterprise in risk management solutions and mitigation strategies aligned with corporate objectives; interact with executives, clients, and acquisition officials; perform consistent with the firm’s approach to contracts negotiation and management; and serve as an adviser to internal and external stakeholders on contractual and regulatory matters.
DUTIES AND RESPONSIBILITIES:
The Contracts Manager has responsibility for the full opportunity/contract management lifecycle – from opportunity identification through closeout – and such other responsibilities as needed. Duties include, but are not limited to, the following:
Review solicitations (e.g., RFPs, RFQs, RFIs,) to identify risks, recommend mitigation strategies, and ensure compliance with requirements.
Identify terms and conditions and assumptions for business volumes, and ensure proposal compliance with solicitations.
Prepare representations and certifications and other contractual documents required by solicitations and/or partners.
Participate in proposal kickoff and green team meetings, and assist with pricing strategy reviews.
Prime Contract Administration:
Identify and ensure compliance with contract terms, from proposal stage to project close-out, including timely submittal of required reports (e.g., limitation of funds, deliverable tracking, intellectual property reports, and government property, as applicable.
Lead or assist technical teams in/with negotiations, contract management, and subcontracting.
Coordinate with program managers post-award to ensure contract requirements are fulfilled.
Remain current in knowledge of acquisitions regulations, issues, and trends ensuring that procedures and practices are updated accordingly, and that management is alerted in a timely manner or possible business impacts.
Ensure timely updates to the internal tracker and contract database.
Participate in special projects as required.
Draft, submit and negotiate subcontracts, consulting agreements, teaming agreements, non-disclosure agreements, letters of intent and ad hoc agreements
Serve as the primary interface with subcontractors during the pre-award procurement cycle, preparing RFPs, performing price/cost analyses, obtaining and reviewing Representations, Certifications, and other Statements of Offerors, and ensuring contractual data calls are met.
Assist with the preparation of subcontracting plan reporting and subcontractor Executive Compensation Reporting.
Issue subcontract agreements, modifications and other documents related to the management of subcontractors
Support contract closeout, including collection and verification of documentation from subcontractors
Ensure the receipt, accuracy and timeliness of subcontractor-submitted documents relating to subcontract deliverables; monitor performance relative to timeliness, cost considerations and technical objectives.
Maintain a compliance calendar, with key dates and deadlines (e.g., renewals, expirations, audits, and Industrial Funding Fee (IFF) payment deadlines)
Ensure that necessary and appropriate compliance-related data and documentation is submitted/entered in a timely manner
Assist in the development of and update contracts-related policies and procedures
Assist with the development of incurred cost submissions and support related audits
Conduct internal audits of compliance with contractual and procurement requirements and corporate policies and procedures
Provide contract-specific compliance training to project staff, and serve as resource for contract-related compliance questions that may arise during contract performance
8+ years of relevant experience in contracts management, including supporting large, complex proposals and negotiations
In-depth knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation, and the FAR, DFAR, and other US government procurement regulations
Thorough understanding of the various contract types (e.g., FFP, T&M, LOE, CP)
Solid working knowledge of Federal Supply Schedule and GWAC vehicles
Strong leadership, communication, interpersonal, and organizational skills
Established relationships with senior acquisition and regulatory leaders
Ability to work in the US without sponsorship indefinitely
Excellent executive-level oral and written communication skills
JD or relevant MA/MS is a plus! (may substitute for some years of experience)
Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint)
Knowledge of JAMIS is a plus!
Familiarity with Service Contract Act (SCA) compliance, sales reporting and Industrial Funding Fee (IFF) payments, and Contractor Performance Assessment Report Systems (CPARS) evaluations is a plus!
Ability to work effectively under pressure, handle competing priorities, and make deadlines, while maintaining strong attention to detail in a dynamic work environment

*** Minimum 8 years of experience with subcontracts and purchasing in a Federal contracting environment using CPSR guidelines;
Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers;
Working knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS);
Strong organizational, written and oral communication skills;
Ability to work in a fast paced, deadline driven environment;
Effectively use the Microsoft Office Suite (Proficient in MS-Word and Excel);
Experience with Deltek CostPoint 7, Material Management and Time and Expense Modules
