Actively participate in the development of Requests for Proposals (RFP), implementation of the acquisition process to secure professional service agreements and providing contract administration support for such agreements, coordinates the development of procurement policies and procedures for professional service agreements; develops other assigned agreements as assigned; and to provide support to other Purchasing Personnel.
Oversees and implements the RFP solicitation, negotiation and award processes for the securing of professional service agreements, including, but not limited to: (25%)
Facilitating the receipt of, and preparing responses to questions and requests for clarification;
Budget coordination, boilerplate development, scope of work development and RFP preparation;
Performing as the Port Authority’s designated contact for the proposal solicitation process;
Directing the activities of the Evaluation Committees and the RFP Evaluation process;
Facilitates the receipt of, and prepares responses to, questions and requests for clarification; (25%)
Developing recommendations for Director approval and prepares documents for Board action
Facilitating the activities of user department, legal and other appropriate parties to negotiate and develop agreements; and
Conducting debriefings of firms that had submitted proposals to RFP’s.
Administers professional service agreements, including, but not limited to: (25%)
Performs the solicitation, negotiation award and closeout processes;
Reviewing, expediting and monitoring the processing of invoices and work orders for professional service agreements;
Monitoring compliance of contract requirements of agreements.
Coordinates the development, implementation and maintenance of policies and procedures related to professional service agreements consistent with proper contracting procedures and governmental requirements. (10%)
Utilize PeopleSoft (Procurement System) to perform the following: (10%)
Enter agreement data, monitor the status of agreements, and retrieve data and prepare reports relative to contracts.
Provides administrative support to both staff and consultants related to RFP and competitive bid preparation, solicitation/award process, contract monitoring and closeout for construction, procurement and professional services agreements. (5%)
JOB QUALIFICATIONS/REQUIREMENTS: or EDUCATION and/or Experience
Bachelor’s degree in Business Administration or related field from an accredited school. Contract Administration experience may be substituted for the education on a year-for-year basis.
Minimum of five (5 years ) contract administration experience procuring capital and non-capital contracts including preparing request for proposals, bid documents, administering awards, contracts and preparing requisitions.
Demonstrated ability in the use of Windows, Microsoft Excel and Word.
Experience utilizing a Purchasing/Inventory software system with regard to purchase orders and bid processes
Professional and effective communication skills.
Strong organizational and people skills, multi-tasking capacities, detail oriented with good math skills, and the ability to work with minimum supervision.
