This position is on Insitu’s Program Performance Management team, which provides support to the Program Management Office and budget holders for IR&D and other Discretionary projects.
The Senior Cost and Schedule Analyst is a level 4 position at Insitu, and is responsible for implementing Earned Value Management (EVM) on multiple Defense and internal programs. This position requires a candidate with a strong working knowledge of all facets of Earned Value Management. The chosen candidate will be responsible for implementing cost and schedule management on their programs. This position will support programs throughout the entire program lifecycle, from bid and proposal to contract closeout. Ideal candidates will have demonstrated experience implementing EVM in an environment employing agile development. This position requires strong communication skills and demonstrated success working on a team with multiple stakeholders.
Examples of typical responsibilities include:
Coordination with Proposal/Pricing team to schedule programs while in the proposal phase
Lead initial cost and schedule baseline development exercises, to include establishment of the Integrated Master Schedule (IMS) in Microsoft Project and the cost baseline in COBRA.
Conduct schedule risk analysis.
Work with Program Management and other Budget owner to establish program resource requirements.
Lead monthly schedule status updates and monthly updates of the estimate to complete (ETC). Perform analysis of historical trending and burn rates in development of the ETC.
Partner with other finance teams to ensure timeliness and accuracy of actual cost data reported by PPM team.
In depth analysis of monthly cost forecast that is used for company’s revenue forecasting. Provide peer review to other members of the PPM team.
Conduct analysis of program cost performance, to include assessment of resource availability and costs against scheduled milestones and customer deliverables.
Lead monthly Variance Analysis Reviews with Program Management, other stakeholders, identifying root cause for cost and schedule variances.
Document and maintain work procedures that will be shared and used across the PPM team.
Continual focus on lessons learned, establishing best practices to ensure PPM team is providing greatest value to our program stakeholders.
Contributes to the development of review packages that will be presented at the executive level, communicating program status, cost/schedule trends and program corrective actions.
10+ years progressively responsible experience in financial analysis
Prior experience implementing program budgets and schedules highly desirable.
Strong working knowledge of Earned Value Management.
Proven ability to manage multiple, competing priorities in a fast-paced environment
Strong system skills with understanding of master data flows and is incorporated into a data warehouses
Excellent analytical skills; strong written, verbal, and presentation skills required
Excellent proficiency with MS Office
Advanced experience using Excel including creating Pivot Tables and Vlookups.
Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
Knowledge of Microsoft Project, Deltek COBRA is preferred.
Education & Experience
10-14 years related experience with a Bachelor’s degree or 8-12 years related experience with a Master’s degree
MBA preferred but not required
