The Architect of the Capitol (AOC) Architect/Engineer (A/E) and Construction Contracts Branch is seeking a dynamic Contract Specialist who performs a variety of duties in connection with the functions and responsibilities entering into contractual agreements.
Perform the full range of contract administration actions required for acquisition, such as the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of delays and/or performance issues, issuance of contractor performances assessments, disposition of claims, completion of closeout procedures and similar matters as directed.
Independently review contractor performance through site visits, email correspondence and telephone conversations, as appropriate, to ensure compliance with the technical, financial and delivery aspects of the contract. Assist the Contracting Officer in the issuance of “cure” or “show cause” notices when the contractor is not in compliance with the terms and conditions of the contract.
Serve as a contracting officer with a $10 million signatory authority to enter into contracts for acquisitions of requirements or programs.
Prepare both formally advertised and negotiated solicitations and contracts for significant, highly specialized procurement. Assist the Contracting Officer in the determination and performance of all tasks necessary to complete each project.
Establish close liaison with personnel in the various jurisdictions within the AOC campus.
Review procurement requests, with assistance from the Contracting Officer, to determine the best method of procurement, whether advertised or negotiated and contract type, taking into consideration urgency of need, nature of services required, AOC policies and procedures, applicable acquisition laws, regulations and policies.
Review statements of work and specifications for clarity and completeness of language and detail to assure a comparable basis for competition and to detect obvious errors in technical detail. Provide advice and information relating to specific problems based on knowledge of competition, the solicitation process, applicable laws, regulations and procedures and AMMD precedents.
Draft solicitations and contracts, both formally advertised and negotiated, nontechnical specifications, delivery or performance requirements, inspection instructions and all other special and standard clauses for review by the Contracting Officer. Prepare all documents required for contract awards. Coordinate and schedule the issuance of solicitation packages to prospective offerors, to include the statement of work, drawings, specifications, related material and any subsequent amendments.
Perform analysis, with the assistance from the Contracting Officer, to determine completeness and responsiveness of bids in the case of Invitations for Bids (IFBs) and compliance of offeror’s proposals with solicitation requirements in the case of Request for Proposals (RFPs). Conducts peer reviews on solicitation, contract awards and modifications between $100,000.00 and $5,000,000.00 to ensure policy compliance with agency procedures.
Position requires communication to achieve effective relationships between AMMD senior staff, AOC senior staff, program office staff, Members of Congress and their staffs and contractors to achieve mission critical requirements.
Must be adept at oral and written communications to interface with senior leadership, project executives, technical experts and contractors involved in the procurement process and to write coherent and compelling documents and memorandums as required.
