Required Qualifications: The candidate shall have 5-10 years of direct experience with DoD ACAT 1 and 2 programs, direct experience with authoring a Business Case Analysis (BCA) for a DoD ACAT 1 or ACAT 2 program, an expert understanding of program management, DAWIA III in Program Management, and excellent writing skills.
Scope of Work: The candidate will provide SME consulting support to USDA Rural Development (RD) to directly facilitate a Business Case Analysis (BCA) Workshop for a major pending USDA program. Tasks will include:
The SME shall develop a BCA workshop agenda and other applicable workshop handouts. The SME shall identify any pre-workshop activities and/or action items to include any information and/or data that the Government should perform and provide and have available by Day #1 of the BCA workshop. All handouts/materials are to be approved by the Government prior to the start of the BCA workshop.
The SME shall lead/facilitate a 5-day BCA workshop. The purpose of the workshop is for the SME to obtain all required information they will need to prepare the BCA document for USDA’s pending requirement.
The SME shall prepare the Business Case Analysis document for the USDA’s requirement. The BCA document should include all applicable items that are identified in the Department of Defense (DOD) Support Business Case Analysis Guidebook, Appendix A, Product Support BCA checklist and Phases (pages 38 – 41). Note that all of the items that are identified in this DOD BCA checklist may not be applicable to USDA, since DOD BCA is typically for NON-commercial items, and USDA’s requirement is for a commercial item. It is recommended that the SME use the referenced DOD BCA Guidebook as a benchmark tool during their preparation of USDA’s BCA document. In addition, USDA recommends that the SME prepare the USDA BCA document by following the BCA format of the DOD BCA template. The SME shall be required to review the referenced BCA template and remove all references to DOD-related items. The revised (cleansed/scrubbed) version of the referenced BCA template must be submitted to the Government for review and approval during a BCA Pre-Workshop meeting.
The SME shall submit a weekly BCA status report to the USDA Procurement Management Office (PMO) and participate in a weekly BCA status report conference call with the PMO to discuss: the weekly BCA status report; the BCA document; and upcoming activities related to the preparation of the BCA document. The Government shall have the authorization to review the BCA document, provide inputs and recommendations on the document’s content and format. Such input shall include (but is not limited to) making changes and edits to the BCA document and guiding the format and content of the BCA. All inputs, changes, updates, etc. identified by USDA during the weekly status report conference call (unless told differently) must be incorporated into the BCA draft for review during the next scheduled BCA weekly status report.
Formal BCA Review. The SME shall perform formal BCA document reviews prior to the final submission of the BCA deliverable. Dates TBD.
BCA Pre-Workshop Meetings/Conference Calls. The contractor shall participate in the following meetings with the Government: a) Kick-Off Meeting and b) BCA Pre-Workshop conference call.
BCA Document Due Date: The final (Government approved) BCA document shall be submitted to the Government by 2PM (EST) on April 26, 2019.
