Under the supervision of the Minneapolis Senior Strategic Procurement Manager, the Strategic Subcontract Manager directs all strategic and tactical subcontract activities within the Advanced Weapon Systems Program.
The Strategic Subcontract Manager is:
the single point of contact for the Advanced Weapon Systems Business regarding Supply Chain Management, Purchasing, and subcontractor issue identification, mitigation and resolution
to provide reach into the greater Supply Chain Management organization to identify Subject Matter Expert’s and talent wherever it resides across the Sector and INC;
to provide subcontract program management of our key suppliers.
The Manager motivates and supervises strategic and tactical subcontract professionals to ensure timely execution to meet the program needs. This position will engage in a high degree of collaboration and communication with engineering, programs, finance, manufacturing, contracts, the end customer, and other Supply Chain areas.
Major responsibilities include:
Lead and manage a team of approximately 8 subcontract program managers and prototype buyers.
Determine workload balance across the team.
Create strategic and tactical responsibilities for each member of the team.
Review and approve individual purchases in concert with the delegation of authority and compliance requirements.
Manage team’s efforts to meet set cost, quality, and availability objectives.
Manage operating budgets to decrease spend and look for lowest total cost alternatives.
Lead subcontract management proposal activities across the Program.
Conduct transactional support to execute current contracts (quotes from subcontractors, subcontract award, closeout, etc.),and end to end subcontract administration/expediting.
Conduct routine buying and purchasing at a pace that supports the business needs.
Conduct subcontract management and supply chain planning and status activities.
Lead strategic supplier initiatives and partnering strategies with potential strategic suppliers.
Develop a rapid prototype supply chain process and streamline/tailor current processes.
Create supplier rationalization strategies and flow down into execution and mitigation activities.
Attend weekly staff meetings.
Manage small business subcontract management plans per customer and BAE processes.
Bachelor Degree plus 8 years of relevant experience in Subcontracts/Supply Chain management.
Advanced degree and/or certification in CPSM, CPM, CIPS or CFCM preferred.
Lean Expert Training and/or Certification.
Working knowledge and/or experience with Federal Acquisition Regulations (FAR) and Defense Federal and State Acquisition Regulations.
Working knowledge of Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) requirements.
Understand prime contract flow down requirements.
Working knowledge and/or experience with import/export licenses.
Project Management experience.
