The Program Manager (PM) will lead a team of contracts specialists providing pre- and post-award acquisition and cost & price analysis support to the DHA. The PM directly supervises the team of contracts specialists supporting the Managed Care – Contracts Division (MC-CD) in Aurora, Colorado and their activities to prepare and deliver compliant pre- and post-award documentation and/or contractual documents in accordance with the Federal Acquisition Regulation (FAR), the Department of Defense Federal Acquisition Regulation Supplement (DFARS), DHA and agency supplements, policy guidance directives and instructions.
Specific responsibilities include but are not limited to:
Providing GS-1102 series subject matter expertise on all matters pertaining to the business rules that guide staff practices/procedures and providing general rules and guideline for business functions.
Manage employees and their performance to include all training functions.
Maintain a stable workforce. No more than 10 percent turnover per year.
Ensure vacant positions are filled with qualified personnel within 40 working days.
Assist government in performance/task monitoring, provide current roster with on board date, qualification, and location.
Utilize analytical techniques to evaluate results and make recommendations on effective resource utilization and workflow processes.
Develop and maintain a customer focused culture that delivers high quality performance.
Ensure all personnel meet or exceed PWS qualification requirements.
Coordinate weekly and monthly customer meetings.
Respond to Contracting Officer and Contracting Officer’s Representative inquiries in a timely manner.
Perform timely corrective action for identified contract discrepancies.
Ensure the monthly delivery of high-quality and timely deliverable submissions to the customer.
Perform other duties as needed or assigned
Eligible for Public Trust
Bachelor’s Degree in any major filed that includes or is supplemented by at least 24 semester hours in any combination of the following fields: finance, business, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, information systems or computer science OR 15 yrs. experience in IT systems.
Min. of 10 yrs. of experience in direct Federal procurement experience in the GS-1102 series or equivalent capacity of which a min. of 5 yrs. is focused on DOD procurement or contract administration experience.
Ability to visualize, articulate, and solve both complex and uncomplicated problems and concepts; to gather and analyze information, design and test solutions to the problems.
Exceptional knowledge of all phases of the acquisition process.
Knowledge of contracting principles, laws, and procedures.
Knowledge of Integrative Acquisition Environment and DOD acquisition system policies and procedures.
Knowledge of the DOD Procurement Data Standard.
Experience implementing acquisition systems, preferably a contract writing system.
Experience with change management.
Excellent communication, interpersonal, and customer service skills.
Knowledge of Microsoft Office Excel, Word, SharePoint, Outlook, Project, and PowerPoint.
