Location: USDA offices at 4300 Goodfellow Blvd., St. Louis, MO
Salary Range: $45,000 - $60,000as a Full-Time Employee or $30.00/hour as a 1099 Consultant, depending on experience
Required Qualifications: The candidate shall have an expert understanding of program management and quality control as written per the Federal Acquisition Regulation, a minimum of five (5) years’ experience and one or more of the following certifications (or their equivalent):
DAWIA I in Contracting
Certified Purchasing Manager (CPM)
Industry Certification in Contract Management–Federal
Certified Professional Contract Manager (CPCM)
Certified Federal Contract Manager (CFCM)
Certified Commercial Contract Manager (CCCM)
Scope of Work: The candidate will provide pre-award and post-award acquisition support to the USDA Rural Development (RD). This support will include program acquisition strategy development, requirements package documentation (cost analysis, market research and market survey support, development of Performance Work Statements), assist government in monitoring post award quality surveillance (QA), and training of program staff on identified acquisition processes and duties. Successful candidates will analyze data and develop reports upon request and will be required to provide quality assurance training to Government employees concerning Contract Management and Quality Control Measures within their perspective programs. The successful candidates will further support PMO by analyzing Procurement Systems, Processes, Practices and Personnel efficiencies to better support Rural Development.
