Hexagon US Federal is searching for a qualified candidate to fill a Buyer position in our Huntsville, AL office. Under general supervision, the incumbent will purchase items, material or services that may be of a technical or specialized nature. May interview vendors. Prepare purchase orders and authorize the payment of invoices for material received.
Responsibilities of the Buyer may include:
Prepare and negotiate RFQ’s, proposals, contract modifications, and other agreements.
Interfacing with end-user groups to clarify and ensure that all necessary data has been included.
Prepare recommended source lists of qualified subcontractors, drawing upon their past performance experience.
Prepare subcontract documents and amendments, including identification and inclusion of flow down requirements from the prime contract. Ensure appropriate terms and conditions have been applied.
Review subcontract modifications and proposals for completeness, compliance, and accuracy.
Receive subcontractor’s responses to requests for proposals and determine each subcontractor’s ability to meet company and project requirements and negotiate the terms and conditions.
Evaluate and negotiate the pricing and awards of subcontracts that meet specifications, quality, budget, and schedule.
Monitor and manage suppler cost, scheduling, technical performance of subcontracts and vendors, and track all contract activity.
Prepare reports and contractual correspondence for project management. Maintain accurate tracking records.
Ensure subcontractors are paid in accordance with invoicing procedures, participate in dispute resolution, and ensure compliance with internal and external/government audits.
Maintain contract files, project set up and close out.
Make recommendations for establishing new or revised procedures/systems to improve departmental function performance.
A successful candidate will:
Be able to work in a fast paced environment, both as an individual and a team player, performing a variety of functions, to include the day-to-day operation of Purchasing and Subcontract Administration functions.
Be familiar with T&M, FFP, IDIQ, CPFF, and Task Order types of agreements and possess the ability to prepare and review Non-Disclosure, Subcontract and Consulting Agreement contract types.
Have knowledge of the FAR, DFARs, and other related regulations and ability to ensure all contract actions are in the accordance with Government FAR/DFARs requirements.
Be familiar with performing cost/price analysis and sole source justifications.

EDUCATION, TRAINING AND EXPERIENCE
Bachelor’s degree and a minimum of 2 years of relevant experience in managing Government contracts.
Proficient in MS Office Products (Excel, Word, PowerPoint, etc.).
Familiarity with CostPoint is a plus.
Ability to operate as part of a highly functioning team.
Ability to multitask and address/solve complex issues; attention to details.
Possesses strong organizational, planning, verbal and written communication skills.
Training in contract management/administration and CFCM/CPCM certification preferred.
