Los Alamos National Laboratory is a multidisciplinary research institution engaged in science
and engineering on behalf of national security. The Purchasing Group (ASM-PUR) within the Acquisition Services Management Division (ASM-DO) at Los Alamos National Laboratory is seeking a Procurement Specialist to assist in the formation, bidding, evaluation, awarding, administration and closeout of complex purchase orders/subcontracts for multiple commodities and services. This position will be filled at either level 3 or 4, depending on skills and experience of the selected candidate.
Procurement Specialist 3 ($81,600 - $133,400)

Bachelor’s degree in a relevant field and at least eight years of related experience (12 years for level 4); equivalent combination of education/experience and post-graduate coursework will be considered. In addition, level 4 requires recent experience in federal subcontract/contract management.
Experience in the formation, evaluation, negotiation and award of fixed-price purchase orders/subcontracts
Experience in administration of large-size procurements
Knowledge of change management procedures pertaining to requests for proposals (RFP) and requests for information (RFI), modifications to purchase orders/subcontracts and dispute resolution
Knowledge of Small Business Subcontracting Plan in accordance with Public Law 95-507
Familiarity with Department of Labor requirements for the Service Contract Act
Active participation in the development, review and evaluation of various technical/procurement specifications for issuance to suppliers
Ability to obtain DOE Q clearance (usually requires U.S. citizenship)
Experience with eSourcing/eAuctions preparatory in the execution of procurements
Proficiency in Oracle eBusiness Suite or other automated purchasing systems
