The BAE Systems site in York, Pennsylvania supporting Combat Vehicles is seeking a Contracts Manager I. In this role, the Contracts Manager will serve as primary contract administrator for the Paladin Self-Propelled Howitzer (M109) Family of Vehicles. The Manager will be responsible for proposal preparation, submission, and administration for multiple production contracts.
Please note: This position is not a supervisory role but has the potential to become a supervisor of contract professionals in the future.
The customer consists of the US Army and will entail business travel to customers’ respective locations including Warren, Michigan.
In this role, the Contracts Manager will:
Lead the proposal, negotiation, and management of complex proposal and contract activities in accordance with company policies, legal and customer requirements, with limited guidance or supervision from the manager.
Interpret and communicate business commitments and alternatives to program team and management.
Act as a subject matter expert with an extensive knowledge of government and commercial contracting methods, applicable laws and regulations.
Mentor junior contracts professionals and may supervise or guide work of lower grade contracting employees.
Develop and maintain professional and dependable relationships with both internal and external customers.
Maintain an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, the BAE Systems Contracts function, and relevant company policies and procedures, commercial contracting methods, FAR/DFARS, export and other government regulations.
Independently lead and support proposal activities including, but not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis.
Be mindful and attentive to the financial and business risks of the proposed effort and participate in all proposal team meetings.
Prepare the terms, conditions and assumptions upon which the proposal may be submitted, review the technical and pricing proposals for accuracy and consistency, conduct overall business risk analysis and prepare the proposal documents for submittal to the customer.
Provide analysis of solicitations, ensure that bid/proposals are prepared and presented in a manner so as to afford the company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk.
Support independent proposal reviews (Red Teams, Phase Reviews). Possibly participate as an assessor in the Phase Review Process.
Hold responsibilities including the coordination with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.
Establish and manage negotiation strategies and financial requirements.
Perform business risk assessment and recommend mitigation plans.
Conduct negotiation of contracts requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.
Execute proposals and contracts in accordance with delegated authority.
Provide input for budgets.
Undertake special assignments as required.
Perform all aspects of assigned contract or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.
Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures.

Demonstrating specialized knowledge in an area of contracting such as, but not limited to international contracting, certain contract types, commercial contracting, joint ventures, strategic alliances and intellectual property;
Ability to interface with senior corporate management, customer/supplier executive management, and public agency executives.
