The Subcontract Administrator (Sr. Buyer) is responsible for finding, agreeing to terms and acquiring goods and services from an external source often via a competitive bidding process. Ensures the customer receives goods or services at the best possible price, when aspects such as quality, quantity, time, and location are compared. Follows procurement processes intended to promote fair and open competition while minimizing risk, such as exposure to fraud and collusion.
Solicits, negotiates, places, and administers subcontracts for the purchase of goods and services including complex construction projects and manufactured equipment for the company.
Effects procurement plans, negotiates and administers subcontracts to include pre-planning, Request for Proposal (RFP), source selection and milestones, subcontract type, scope of work, analysis, award, post award concerns, terms and conditions, change notices, audits, timely renewals, expirations, innovations, resolution of problems, and 100% compliance with the terms and conditions of invoices submitted.
Awards and administers major Fixed Unit Price Basic Ordering Agreements, other Fixed Price Subcontracts, and Cost-type Procurements.
Provides leadership and serves as a resource to less experienced personnel. Orients buyers to necessary skills and strategies related to procurement and directs the activities of buyers as assigned.
Identifies, plans, and approves procurement actions. Develops strategies and negotiations consistent with company prime subcontract requirements, procurement department procedures, and Department of Energy (DOE) directives.
Facilitates and implements corrective actions for supplier quality and delivery problems.
Performs feasibility studies, cost/price analyses, and close outs of subcontracts.
Prepares contractual documents and correspondence (internal and external) to ensure compliance with all Federal laws as well as prime subcontract.
Facilitates and records subcontract progress meetings.
Performs reporting, including but not limited to, statistical, weekly performance, and open requisition.
Other duties as assigned.
Bachelor’s degree from an accredited university and 4+ years of professional procurement, contracts, or closely related experience; or
Associate’s degree and 6+ years of professional procurement, contracts, or closely related experience OR;
High School Diploma/GED and 8+ years of professional procurement, contracts, or closely related experience
Due to the nature of the work, the candidate must be a US Citizen
Construction Project experience (subcontractors, materials, equipment, etc...)
Cost Reimbursement Contract experience
MBA or MS desirable
Bachelor’s degree in Supply Chain Management
Certified Professional Contract Management or Certified Purchasing Manager certificate
Membership with Institute for Supply Management (ISM) and/or National Contract
Membership with National Contract Management Association (NCMA)
Strong analytical skills, communication skills, and knowledge of procurement cycle
Extensive and thorough understanding of pertinent procurement directives -- Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and company procedures, -- oriented toward procurement of goods and services in a complex environment. Thorough knowledge of industry codes and standards, Davis Bacon Act, and general construction operations
Knowledge of inventory systems, turnover, and replenishment requirements to enable determination of lead-time and economic order quantities
Knowledge of the company procurement system sufficient to follow individual procurement actions from initiation through closure
Thorough understanding of computer technology sufficient to develop, implement, and execute procurement analytical techniques
Demonstrated experience with industry codes, standards, Davis Bacon, general construction operations, contract terms, and conditions negotiations.
Demonstrated experience in the award and administration of Cost type, Construction, Services, or Design Components procurements.
