We are seeking an accomplished Program Manager to support our client in Washington, D.C.
The Program Manager (PM) will be responsible for managing contractor Contract Specialist and Administrative support personnel in meeting the business/analytical requirements supporting the PBGC Procurement Department. The Program Manager’s consultative advice and work products must be in strict accordance with applicable regulations and policies, including the Federal Acquisition Regulation (FAR), the PBGC FAR Supplement and all applicable PBGC Directives. The Program Manager is expected to communicate fully and frequently with all assigned contracting personnel at PBGC and stakeholders.
Serve as an advisor to customers; provide acquisition planning support; assist in preparing sole source and competitive solicitations; assist in proposal evaluation; assist in negotiating contracts terms; prepare the contract file for award; assist with post-award functions; and perform contract closeout activities. In addition, the PM will assist the Procurement Department and program offices in the development of solutions, recommendations, and processes regarding contractual issues. The PM shall assist in the maintenance and development of procurement policy directives. The PM will support the maintenance of the current software systems used in the PBGC Procurement Department.
Other duties but not limited to: conduct procurement planning utilizing Alternatives and Cost Benefit Analyses, Value Measurement methodology, market research, performance metrics and other industry best practices. Reduce Procurement Action Lead Time (PALT) through generation of best-in-class procurement Packages. Assist in developing Requests for Information (RFI), Requests for Proposal, (RFP), Statements of Objectives (SOO), Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), and evaluation criteria. Support Program Offices and PD Contracting Officers.
Must have a minimum of twenty (20) years of direct business/analytical leadership experience, of which at least four (4) years must be specialized in professional services support with PBGC (knowledge of PBGC Mission, Policies, and Procedures.
Minimum of five (5) years of contract lifecycle (pre-award, post-award, policy and closeout) experience, negotiating unique contract Terms and Conditions, and knowledge applying Agile or Lean acquisition principles.
Must possess FAC-C, DAWIA Level III certification in Contracting, or equivalent certification.
Bachelor’s Degree in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
Master’s Degree preferable
