As a Contracts Specialist, you will provide direct contracts management support on federal contracts. You will assist in disseminating contract modifications, conforming contracts, as well as providing other administrative support to the Procuring Contracting Officer (PCO) or Administrative Contracting Officer (ACO) team.
The candidate must be a team player who is willing to ask questions, roll up their sleeves and meet commitments, and has a positive outlook on working within a team environment that is client service focused.
Duties include but not limited to the following:
Work in Excel to create cost/price analysis and provide market research to Government clients to establish fair and reasonable pricing for ongoing requirements to support an ACAT IA contract.
Upload documentation, review and maintain status of contract awards within the client proposal database.
Process Trade Act Agreement Authorizations and Period of Performance extension requests at high volumes in a timely manner.
Assist the Procuring Contracting Officer (PCO) Administrative Contracting Officer (ACO) team with the resolution of emergent contracting issues including tracking, management and negotiation of un-priced CLIN items.
Collect and analyze contract-related metrics. The source data will be derived from various databases and formatted, as defined for each deliverable, to effectively support contracting processes and strategies.
Assist in the development, review, and/or revision of DOD and Navy pre- and post- award contract documentation. The Contractor shall assist and compile all required documentation to produce a contracts requirements package and submit the package to the Government representative for validation and approval.
Provide research and review of regulations, policies, and contract and solicitation documents in order to prepare and present synopses of these documents. The Contractor shall conduct IT contract related studies and review current trends and analyses leading to recommended process improvement.
Assist in contract administration and acquisition support of contracting tasks. Typical contracting, administration, and acquisition support functions that the contractor shall perform include: assist the government in reviewing contract deliverables to ensure they are compliant and complete, assistance with preparing and processing contract modifications, change orders, and equipment/engineering change proposal actions, create, update, and maintain all contract publications, including user guides, contract management, plans and tools, conduct market research and price analysis, track deliveries, invoices, and payments, assist with award fee monitoring, tracking, and administration, collection and analysis of contract related metrics, contract close-out
Provide support to the Program Office in the preparation, revision, and review of contracting briefing materials, demonstrations, and related audio/visual requirements, including but not limited to Procurement Planning Conferences, Acquisition Training modules, Contractor debriefs, contract event meeting minutes, and other contract administration briefing materials as directed by the COR.
Ensure contracting packages are prepared and complete for contracting officer signature.
Support and maintain the Requirement to Award Process Tool (RAPT) or its successor used to gather and document user requirements. Participate in routine reviews of RAPT or RAPT successor actions and maintain current status of all active requirements. Retrieve data and format required for metrics reports from the RAPT or successor Tool.
Assist the Government in establishing new CLINs in the ordering tools.
Experience in DoD Contracts Management
Proficient in Microsoft Office products: Word, Excel, and PowerPoint
Active DoD Secret clearance
CFCM or DAWIA CON certification or Equivalent preferred
