Responsible for leading the full range of contract administration activities for assigned contracts and supporting company initiatives and requirements throughout Europe at the direction of their supervisor. Is the go-to individual to the program team in all contractual activities. Develops and maintains relationships with customers to ensure customer satisfaction is maintained at high levels through frequent and professional communication. Provides expert knowledge to the team in government regulations and is the initial and primary point of contact for all contractual communications with the customer, e.g. government agencies, DCMA, DCAA, and commercial entities for assigned programs. Under the direction of their supervisor, assists in ensuring contracts are in compliance with contract requirements, corporate policies and directives, legal decisions and opinions, and all FAR and agency specific guidelines. Identifies and resolves complex issues by exercising sound reasoning skills, knowledge of contracts, and ethical judgment within broadly defined practices and policies. May support proposal efforts to include review of NDA’s, TA’s, interpretation of the contracts sections of the solicitations, assist in preparation of the contracts volume, and identification of unique terms and risks associated with the proposed effort. Supports program phase-in efforts following contract award(s), both locally and on-site, travelling as required. Responsible for protecting the legal and financial interests of the Corporation during all discussions and negotiations and interaction with customers, clients, etc.
MAJOR JOB ACTIVITIES:
Provides pre and post award administration of a variety of contract types, including but not limited to CPAF, FFP, FPAF, T&M, LH, IDIQ, BPA and BOA, etc. Support multiple contracts and projects at the same time as a member of a regional service center supporting European operations.
Is responsible for post-award communications with the customer’s contracts personnel on all contractual matters; build and maintain strong working relationships with customer contracting personnel.
Establishes and maintains contract files in accordance with company policies and procedures, and provides other administrative support required as directed to ensure compliance with government/customer contractual requirements, regulations, and internally developed compliance procedures and data collection and reporting requirements.
Leads customer negotiations on all contractual and operational matters in coordination with relevant program management personnel; advises management on contractual matters and pertinent regulations (i.e., FAR, DFAR, etc.) and makes recommendation on the execution of contractual documents.
Leads efforts to resolve complex contractual, operational, and financial issues in coordination with program personnel and government contracts and operational personnel.
Supports new program efforts through Phase-in support, as needed and directed.
Supports program teams to prepare and route Management Funding Authorizations (MFA’s) when contracts have not been finalized or during a funding shortfall while adequately determining and documenting the risk level to the corporation.
Proactively monitors program performance and requirement matters; supports and submits change order proposals for on-contract changes.
Monitors contract performance to ensure that all contract terms and conditions are met. Oversees and assists in responding to customer provided CPARs.
Assists in A/R collections and deliverable (CDRL) tracking and submittals.
May perform as the contractual lead on new business proposals. This may include management/administration of Nondisclosure Agreements and Teaming Agreements. Preparation of the contract volume while ensuring it meets the contractual requirements of the solicitation, agency regulations and other compliance standards. Coordinates with the price/cost estimator to define cost formulations and summaries; identifies risk, coordinates in developing management review presentations; coordinates final management approval and signature prior to submitting.
Initiates contract close-outs; develops responses to FOIA agency requests.
Supports corporate initiated audits of contracts files; and all corporate data calls as directed and required.
Supports corporate initiates and special projects as directed.
Maintains professional competence by attending specific formal and informal contracts training, both internally and externally provided, to include seminars, company-provided training, self-sponsored training, and NCMA meetings. All mandatory training requiring core testing must be successfully passed
Material & Equipment Directly Used:
Laptop computer, cell phone, printer/copier, and other general office equipment.
Works in a general office environment. Eyestrain and repetitive motion involved during peak periods of data entry. Some travel involved to project locations. Must be willing to support projects in remote work locations in potentially severe conditions on a TDY basis, as required. The successful candidate will be located in Germany working at one of multiple possible program location throughout the Country. A highly qualified candidate may be afforded the opportunity to work remotely within Germany.
Works in a general office environment. Eyestrain and repetitive motion involved during peak periods of data entry. Significant travel involved to project locations may be required.
Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
Bachelors degree in Business or Finance with eight to ten years related experience, or Masters with at least 8 years of experience in negotiating, drafting, and administering complex contracts and proposals including CPAF, FFP, FPAF, T&M, LH, IDIQ, BPA, and BOA's or experience in a related field. Minimum of Secret security clearance or the ability to obtain one is required. Juris Doctorate or MBA equivalent level degree preferred, but not required.
Eight to ten years experience related to Government contracting; contract management, drafting, and negotiation; and interpretation and application of laws and regulations. Shall have a working knowledge of the Federal Acquisition Regulations and agency specific supplements, basic software worksheet techniques, extraordinary communication and writing skills; an understanding of accounting systems; ability to work under significant pressure while balancing multiple deadlines and competing priorities; and the ability to meet with and work in a program team environment and with senior and middle management personnel both internally and externally. International contracting experience is desirable. Direct experience working with the US Army and the US Air Force contracting commands in Germany and throughout Europe is preferred. SKILLS:
Individual must be a self-starter with an extraordinary attention to detail, and must possess exceptional organizational and critical thinking abilities. Computer skills must be proficient to include the use of MS Word, PowerPoint, Excel and documentation databases. Excellent written and oral communication skills are required, to include the ability to effectively communicate face-to-face with customers and other professionals regarding complex issues real-time in a professional manner. Extraordinary inter-personal skills in a diverse and potentially geographically dispersed team environment are essential and the individual must possess very strong abilities in building and maintaining professional relationships. Strong business acumen and team partnering mentality is essential. Contract certifications (CCCM, CFCM, CPCM, DAWIA) are desirable, but not required.
Position is an individual contributor who will be assigned to work with project team(s) as directed and assigned. The successful individual may be asked to take on supervisory responsibilities of one or more personnel if requested by their supervisor. Following successful internal contracts compliance training, sustained performance, and completion of required on-line courses, blanket delegation authority may be provided.
Ability to obtain a Secret Clearance is preferred.
