Position is for buyers who will be responsible for high volume acquisition of construction and/or services necessary for operating a Government site.
The SCM Program Specialist will be expected to perform Supply Chain Management functions at the mid professional level. The preferred successful candidate will have construction and/or services administration experience and be able to continue progressing in this role or be able to cross train to support other SCM functional areas.
The mission of SCM is to perform at optimum capacity to achieve excellent customer service at the Savannah River Site. Organizational goals have been defined in SCM’s Strategic Plan with flow down to employees. The SCM Program Resource 2 is responsible for:

These assignments may include warehouse, property, purchasing, etc. See Attachment A: SCM Functional Area Check List. The successful candidate will have periodic management oversight of assigned projects. This person will provide leadership and function as a mentor and educator for less experienced personnel. •Complete training requirements for positions as required by the company. •Obtain/Maintain proficiency on company designated systems/ applications for processing work. •Provide feedback to SCM managers in quarterly performance reviews and/or as needed to ensure performance issues are addressed timely. •Perform other duties as assigned.
Basic Qualifications (Quantifiable; e.g. Three Years Experience, Bachelors Degree) :
Prefer a Bachelor’s degree with 5 years of Business/SCM-related experience or an Associate’s degree with 9 years of Business/SCM-related experience; or in lieu of a degree, a high school diploma and 13 years of Business/SCM-related experience. Knowledge of concepts, methods, standards and practices of contracts management in the Government contracting environment. Shall have strong understanding and working knowledge of the Federal Acquisition Regulations (FAR), negotiating skills, excellent organizational and inter-personal skills, and excellent written and verbal communication skills and be able to perform under high levels of stress to meet deadlines in a contingency operations environment.
Must possess a thorough understanding of computer technology sufficient to develop, implement and execute procurement analytical techniques.
Preferred Qualifications :
Preferred candidate has experience with construction project administration under Federal Acquisition Regulations specifically Davis Bacon Act requirements and/ or services for infrastructure, maintenance of Government subcontracts.
