The Senior Contract and Acquisition Specialist is responsible for the cradle to grave management of all assigned US Government contract requirements and deliverables. Responsible for ensuring compliance with all US government regulations, contract review procedures as well as supporting the vendor management processes. Supports the review and submittal of government proposals; controls customer fact-finding and audit activities; negotiates complex contracts; administers government/commercial contracts and other agreements, and interacts/supports other business departments. The Senior Contract and Acquisition Specialist must have experience with the management of US Government Contracts and have expert knowledge of FAR regulations.
Security Clearance: Eligible to obtain a US Government Top Secret Security Clearance.
Bachelor’s Degree in Business Administration/Accounting and a minimum of four (4) years work experience in the administration of US Government Contracts.
Knowledge of US Government contracting laws, rules, and regulations, specifically, Federal Acquisition Regulations (FAR).
Project management and organizational skills are critical in this role.
Ability to manage multiple transactions while processing a high volume of work in a timely/accurate manner with attention to detail, and little oversight.
Must demonstrate effective time management and organizational skills.
Exceptional knowledge of all phases of federal acquisition management.
Experience with due diligence, award negotiations, procurement, compliance auditing and contract close-out.
Ability to recognize, interpret and apply regulations to resolve contract issues.
Ability to read and respond to Government solicitations and contracts, understand and recommend risk mitigation measures on scopes of work, bids, and with respect to Organizational Conflict of Interest.
Experienced with the administration of a variety of contracts.
Excellent oral, written communication and diplomatic skills.
Proficiency in using Microsoft Office.
Essential Job Functions:
Reviews U.S. Federal Government RFPs and help develop proposal responses, participates in proposal strategy sessions, contributes to and reviews proposal technical and business data and other contractual documents required for proposal submission.
Provides experienced and knowledgeable administration support of government and defense contractor contracts. This includes activities related to the whole life cycle of the contract/task order and subcontract, from the initial proposal phase, through award/contract performance, and closeout.
Responsible for management of all contract requirements, including the sub-contracting reporting functions, the financial deliverables, and the training of and coordination with project management staff in the day to day functions of the contract to ensure contract compliance and performance, including coordination with other departments.
Prepares, submits and maintains all necessary contract approval requests, invoice requests and ensure all deliverables and reports are submitted in a timely fashion.
Maintains working relationships with Company program personnel and other departments in order to be cognizant of all project operations under the contract and to implement appropriate actions on behalf of the contract function.
Maintains relationships with US Government contract officers and/or contract/subcontract managers as key point of contacts for assigned contracts to ensure mutual understanding of terms, deliverables and expectations.
Generates and negotiates and supporting contractual documents.
Oversees the preparation of official contract and proposal files.
Performs lead contractual role in the preparation of proposals as assigned including special terms, conditions and assumptions.
Advises proposal/program managers on content and format of proposals; reviews basis of cost estimates developed by technical and program staff for reasonableness; uses internal pricing system to prepare cost proposal documents in compliance with internal procedures and customer requirements.
Administers post-proposal activities: audits, fact-finding and contract negotiations.
Establishes and maintains excellent internal and external customer relations at all levels of the organization, acting as liaison with customers’ buying official for all proposal or contract matters, communicating status of open contract matters frequently with program managers and technical leads.
