Job summary: Based in San Diego, CA and reporting to Serco’s VP of Procurement, the SI2 BU Procurement Director is responsible for providing leadership to a staff of 30 buyers and subcontract administrators across the East & West Coast (including a subcontracts supervisor and two purchasing supervisors) supporting a dynamic and growing $400M Business Unit working under multiple Department of Defense (DoD) contracts. In addition to overall BU procurement oversight, the successful candidate will lead the strategic sourcing and supply chain management activities for several large, high-volume, fast-paced production programs, in an IPT like environment. Relying on an extensive background in federal buying and subcontracting, the BU Procurement Director will consistently demonstrate best practices in the areas of sourcing, material requirements planning, purchasing, subcontract development, business analytics and negotiations.
Providing hands on, effective management to the BU’s most significant and complex purchasing, sourcing and subcontracting challenges
Implementing strategic sourcing practices to reduce lead times for and cost of commercial off-the-shelf (COTS) materials and equipment
Building and maintaining relationships with key partner suppliers including understanding distribution channels and partnership program requirements
Developing and implementing programs to manage supply chain risks including product obsolescence and counterfeit parts
Meeting contract small business goals with effective supply chain management
Developing and implementing key performance metrics and reporting tools for the BU’s procurement activities
Working across the BU to implement supplier performance management strategies
Maintaining excellent working relationships with BU leadership, program management and peer functional stakeholders
Required education: degree in business administration, procurement, supply chain, federal contracting or similar. MBA and Certified Professional in Supply Management (CPSM) or similar accreditation preferred.
Required experience: 10 – 12 years experience in a federal procurement environment with progressively expanding responsibilities, including staff supervision. Familiarity with Costpoint MRP modules preferred.
Required skills: demonstrated subject matter expertise in federal sourcing and procurement, an established track record managing and developing a large staff preferably across multiple geographic locations, good analytic and problem solving skills and well developed communications skills. Strong supply chain management skills including experience strategic sourcing of COTS materials, various shipboard/shore installation material commodities, and IT in a DoD contract environment.
