The CDO will oversee the development of new funding opportunities through research, writing and relationship building with the goal of securing funds, grants and contracts. Primary duties include strategic planning, research of opportunities, submission of concise, value-based proposals, and relevant follow-up including but not limited to reports and acknowledgements. The CDO will lead a dynamic team tasked with ensuring Endeavors can provide quality services to the community as outlined in our mission by developing a balanced funding mix of donor sources and solicitation programs tailored to the needs of the organization.
ESSENTIAL JOB RESPONSIBILITIES: • Pipeline and revenue targets. • Managing the process of identifying and filtering pre-RFP and RFP opportunities. • Draft initial responses to RFPs and other deliverables as assigned—write content and coordinate graphics for a completed proposal that accurately reflects RFP. • Track and report on the status of all opportunities. Track and analyze relevant news and government policy development. Track business performance metrics, such as win/loss rates, client penetration analysis, etc. • Manage contact database. • Support pro-active lead development through marketing events and direct contact campaigns. • Perform other job-related responsibilities as assigned.
Business Development (BD) • Provide business development and proposal expertise in support of Endeavors’ programs and services • Provide oversight in identifying and qualifying new business opportunities thru FEDBIZOPS, Bid
Match, GovWin and similar business opportunity sites • Develop, direct, help implement and evaluate the goals, objectives, policies, procedures and work standards of the BD Team • Interpret contract solicitations and provide writing, editing, review and compliance oversight to ensure proposals comply with vendor expectations • Establish goals for number of proposal requests and grant applications necessary to meet Family Endeavors’ financial needs to operate programs
Project Management • Interpret contract solicitations and provide writing, editing, review and compliance oversight to ensure proposals comply with RFP • Work closely with the Executive Team and Leadership to communicate pricing strategies to the BD team provide support for Prime and Subcontractor team pricing • Leads the BD Team in Task Order Proposal Response pricing • Provide accurate reports through the detailed analysis of data 5/1/17 Page 2 • Interpret complex information and serve as the Subject Matter Expert for government contracts
Staff Management • Provide leadership, direction and oversight to BD Team to ensure Endeavor’s objectives are met • Develop, teach and assign tasks for training and education programs to enhance the capabilities of the BD Team in their efforts to respond effectively to vendor’s contract solicitations • Help to set objectives for the BD Team and position team members to achieve mission

EDUCATION: Bachelor’s degree in Business Administration, Marketing, Nonprofit Management or equivalent experience. MBA or MPA preferred.
EXPERIENCE: Requires two years of experience in technical writing and a proven track record in securing program-related contracts and grants. Experience using FEDBIZOPS, Bid Match, GovWin and similar business opportunity sites required. Must have excellent communication skills, both oral and written; exceptional grammar, well rounded vocabulary and articulate speech. Strong research skills. Proficient in MS Office applications & internet research.
LICENSES: Driver's License with clear record.
VEHICLE: Must have daily use of a vehicle without prior notice.
OTHER: Must be available and willing to travel to various locations and with such frequency as the business need dictates. Must be available and willing to work nights, weekends and holidays as required to meet business needs. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. Understanding of the government contracting arena. Proven, measurable, and successful experience into the largest US Federal and Civilian Agencies. Established network of government contacts at Federal agencies. Understanding of the FARs, government contracting process, and contract vehicles (GSA, GWACs, BPAs, etc.). Proven, measurable, and successful experience in growing revenue within an existing account. Ability to develop and manage a high volume of opportunities. Must be motivated, dedicated and a self-starter and requires minimum supervision. Strong analytical, negotiation and creative problem-solving skills. Must have a verifiable history of meeting or exceeding sales quotas. Verifiable track record of winning work at both the task order and contract level. Strong employment tenure in Business Development positions. Ability to work both independently and in a team-oriented, collaborative environment. High-level analytical and problem-solving skills and strategic-thinking capacity. Strong communication and interpersonal skills. Ability to effectively prioritize and execute tasks.
