Savannah River Remediation is seeking a Buyer to be based in our Aiken, SC location on the Savannah River Site (SRS).
The Buyer is responsible for finding, agreeing to terms and acquiring goods and services from an external source often via a competitive bidding process. Ensures the customer receives goods or services at the best possible price, when aspects such as quality, quantity, time, and location are compared. Follows procurement processes intended to promote fair and open competition while minimizing risk, such as exposure to fraud and collusion.
Prepares, reviews, and issues high value procurement proposals to include planning and executing all necessary transactions, identifying and resolving customer and supplier issues, and preparing and analyzing all necessary supporting documentation.
Researches and participates in the development of complex technical specifications and requirements.
Plans and executes sound, logical, and achievable purchase strategies and long-term procurement programs.
Assists customers in developing complex scopes of work and pre-procurement planning.
Prepares and issues detailed request for proposal packages and purchase orders, evaluates and negotiates proposals, and administers purchase orders.
Reviews Request for Proposals (RFPs) for procurement actions greater than prescribed dollar limit before soliciting responses.
Reviews all procurement correspondence prior to issuance to the Department of Energy (DOE).
Reviews and issues award subcontracts to the DOE for approval.
Creates and reviews procurement forms used to document transactions to ensure consistency of operations or preclude procedural conflicts with other functional organizations.
Reviews and approves sole source justifications, emergency requisitions, and other procurement specific documents.
Performs and trains personnel in cost and price analysis. Participates in the coordination of specific training presentations for procurement buyers.
Assists in the company privatization efforts in the arena of procurements.
Administers lease contracts, prepares leasing procedures, and negotiates lease agreements for space, and alterations/modifications to leased space.
Ensures proper control systems are in place and administers the Small Business, Small Disadvantage Business and the Woman Own Business (8A) concerns to ensure fair and equal consideration is provided.
Plans and executes sound, logical, and achievable purchase strategies and long-term procurement programs to provide solutions to complex acquisition problems.
Develops and maintains reliable and cost competitive sources of supply, while supporting the socioeconomic policies set forth by company and the DOE.
Directs the subcontract activities of Subcontract Technical Representatives (STRs) including resolution of issues raised by STRs, DOE, management, subcontractors, program compliance, procedures development, and training.

Bachelor’s degree from an accredited university and 2+ years of professional procurement, contracts, or closely related experience
Associate’s degree and 4+ years of professional procurement, contracts, or closely related experience
High School Diploma/GED and 6+ years of professional procurement, contracts, or closely related experience
Due to the nature of the work, the candidate must be a US Citizen
MBA or MS desirable
Bachelor’s degree in Supply Chain Management
Membership with Institute for Supply Management (ISM) and/or National Contract
Membership with National Contract Management Association (NCMA)
Solid analytical skills, communication skills, and knowledge of procurement cycle
General understanding of pertinent procurement directives -- Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and company procedures, -- oriented toward procurement of goods and services in a complex environment. Knowledge of industry codes and standards, Davis Bacon Act, and general construction operations
Knowledge of inventory systems, turnover, and replenishment requirements to enable determination of lead-time and economic order quantities
Knowledge of the company procurement system sufficient to follow individual procurement actions from initiation through closure
Possess an understanding of computer technology sufficient to develop, implement, and execute procurement analytical techniques

Savannah River Remediation LLC, a prime contractor for the US Department of Energy, is responsible for managing the Department of Energy’s Savannah River Site’s Liquid Waste operations contract. Located in Aiken, South Carolina, SRR is a limited liability company formed by nuclear operations and environmental remediation global leaders AECOM, Bechtel, BWXT, and Jacobs. The SRR Team is responsible for the closure of waste tanks, the operation of the Savannah River Site’s Defense Waste Processing Facility, tank farm operations and associated production and disposal facilities.
