AFFOA is seeking a hands-on leader to take on the role of Director of Strategic Government Contracting. The successful candidate will have significant experience in federal government contracting and will work closely with finance, technology, and business leaders of the organization to craft government contracting strategies aimed at the Institute’s long-term financial sustainability. Creative thinking, collaboration, and outstanding customer-focused contract negotiation skills are key for this role. Deep knowledge regarding pros/cons of various contracting vehicles and models (e.g., DFAR, FAR, technology investment agreements, collaboration agreements, grants, IDIQs, etc.) is critical for this role as well as knowledge of public-private partnerships involving cost-share models. This candidate will have the opportunity and responsibility to craft the Institute’s government contracting strategy ensuring the right contracting vehicles are set up for long-term Institute success.
Develop a robust government contracting strategy aligning the Institute’s business models with potential contract vehicles
Oversee all institute contracts and sub-awards
Ensure all existing and future contracting activities are in compliance with government regulations
Maintain knowledge of all Institute activities including work of sub-awardees to accurately capture full scope of activities for government reporting purposes
Ensure government reporting on Institute activities is complete and accurate
Represent AFFOA on contracting discussions with government stakeholders and subcontractors.
Build and maintain relationships with government contracting and agreements officers and their representatives
Manage a small team which is responsible for Export Compliance, EAR/ITAR Technology Control Plan and ITAR Compliance Program
At least 10 years of experience in federal government contracting with first-hand experience developing and negotiating new contracts for R&D, prototyping, procurement, and/or manufacturing.
Creative ability to develop and structure agreements to meet the Institutes needs
Able to build strong and collaborative relationships across the Institute to understand implications of contracts and their individual work product
Experience with technology investment agreements, collaboration agreements, grants, IDIQs, and other relevant contract types
Experience supporting Export Compliance and ITAR compliance
US citizenship is required for this role
An active security clearance is desired but not required for this role
