The Government Contracts Analyst is a critical role in our company. The position is responsible for analyzing all aspects of our U.S. Government acquisition process and the resulting contracts. The Government Contracts Analyst work closely with Legal and Compliance on contractual and compliance issues to advance the business and mitigate associated risk. Accordingly, the individual must have the ability to collaborate and communicate cross-functionally, lead contract negotiations, and interact regularly with senior management and government employees. This role will be based out of Everett, Washington.
Reviewing and analyzing RFIs, RFPs and all other federal acquisition inquiries and solicitations;
Reviewing FedBizOpps and other government postings on a regular basis and coordinating with the Sales team for potential targets and coordinate responses with the appropriate personnel;
Preparation of proposals and other responses to RFIs, solicitations, and similar documents related to the Government’s competitive procurement process;
Assisting in the negotiation and drafting of contracts in cooperation with Legal;
Ensuring compliance with all applicable laws and corporate policies as directed by Legal and Compliance;
Maintain and track internal contract deadlines and proactively manage required actions;
Continually review internal policies and procedures for potential improvements, cost savings, and other areas that could advance the company’s contracting positions and opportunities;
Working with and training internal teams on proper contracting methods and preferred practices;
Analyzing contractual requirements, special provisions, terms and conditions to ensure compliance;
Assist in administration of ASP’s contract management system;
Maintain and update VA FSS and DLA E-CAT contracts as needed through modifications for price adjustments, addition or deletion of products;
3+ years’ experience with government contract solicitations, proposal preparation, and administration, including contract negotiations, cost/price analysis, contract administration and compliance of government regulations.
Bachelor’s Degree in business or related field strongly preferred, but additional directly related experience may be substituted for the educational requirement.
Experience working with government agencies (e.g. GSA, VA, Department of Defense) required.
Thorough knowledge of all appropriate ethical standards regarding contracting actions.
Must possess a demonstrated working knowledge of standard contract terms and conditions, as well as the implementing regulations in FAR, DFARS, and VAAR.
Demonstrated ability to communicate effectively with all management levels and customers.
Ability to manage competing priorities within demanding timeframes with strong project management and problem-solving skills.
Experience working positively and productively in a team environment with highly developed relationship-building skills.
Must have experience and knowledge of a variety of computer software applications for word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint, and Outlook).
