Manages and administers complex Company contracts supporting a very demanding customer representing three branches of Service; Army, Navy, and Air Force. Candidate must have proven contracts management experience and demonstrated ability in working with multiple ACOs, contracts, projects, and contract types. As Contracts Manager, lead all contracts activities related to or part of a Business Unit.
ESSENTIAL JOB FUNCTIONS:
Manage all assigned contracts, task orders, modifications, Non-Disclosure Agreements (NDAs), Teaming Agreement (TAs), and other contractual agreements and documentations.
Serve as point of contact for all agreements assigned and administer agreement database.
Active member of the proposal team
Active participant of daily and weekly team meetings and face-to-face meetings with customer.
Review and make recommendations regarding resolution of issues relating to company performance in conformance to original proposal and all terms and conditions of the contract.
Provide guidance on contractual requirements and government regulations.
Review contract documents received and prepare documentation of review including summary of impact to contract cost or schedule.
Prepare and disseminate information throughout the company regarding contract status, compliance, modifications, deviation, negotiation, completion and termination.
Prepare special reports and analysis as required. Maintain contract briefing system in accordance with DCAA requirements.
Provide guidance on contract matters to team members
Work with other members of executive management including but not limited to the CFO and legal counsel, to address unique contractual situations or agreements requiring special considerations.
Prepare responses for Requests for Equitable Adjustments, Claims, and Letters of Concerns.
Prepare and coordinate Post Award Debriefs.
Prepare contract briefs and revisions summarizing contractual requirements to assist/support budget inputs.
Assist other business units in the preparation of contract change notices, monitor contract performance, including the reporting of special contract requirements and deliverables.
Assist internal departments (e.g., Operations, Finance) with interpreting contract language and verifying contract terms are entered accurately into appropriate business system.
Lead contract negotiations as appropriate.
Coordinate with BU’s to initiate Contract Close Out process to ensure contract close-out, extension or renewal is completed. Work with Compliance to ensure Task Order and Contract Release of Claims Provides oversight of CDRLs and various program and management reports.
Hands on experience managing and promoting change management, risk assessment, and identification of scope creep.
Protects the company's interests through recommendation of the initiation of appropriate contract change proposals.
Review contract modification requests and provide advice to Program Manager.
Review and approve contract modification, cost proposals, and other cost related documentation.
Review Task/Delivery Order RFP’s and advise Proposal Management Team on contractual issues and regulatory requirements participates and assists in pricing strategy development and provides post award guidance on contract terms and conditions and general performance requirements.
Examine Task/Delivery Order RFP's to identify delivery requirements and areas of contract or financial risk. Provide contract management and contract administration support on the more complex
Responsible for the identification and documentation of Requests for Equitable Adjustment (REAs), or Claims
Provides guidance and recommendations on the implementation of Service Contract Act, Davis Bacon Act, Collective Bargaining Agreements and their impact on contract performance.
Responsible for inputting contractual data in Costpoint.
EDUCATION AND EXPERIENCE:
BS/BA in related field or equivalent combination of education and training, with 8+ years directly related experience in administering contracts with the Federal Government
Experience managing contract compliance, schedule, cost performance, and customer feedback.
Must have experience managing Cost Reimbursement, Firm Fixed Price, IDIQ, and MATOC, contracts
LICENSE AND CERTIFICATIONS:
NCMA CFCM is a plus.
KNOWLEDGE AND SKILLS:
Advanced knowledge of the federal acquisition process, Federal contracting principles and governing regulations (including FAR/DFAR/Agency Supplemental and CAS).
Ability to interpret and apply contract compliance regulation such as FAR, CAS.
Working knowledge with the Fair Labor Standards Act (formerly known as the Service Contract Act), Collective Bargaining Agreement, and Davis Bacon Act is highly desirable.
Working knowledge in OCONUS operations and Change Management is desirable.
Ability to assign and delegate work to team members
