Logos Technologies LLC is a defense technology research and development firm headquartered within walking distance of the Dunn Loring Metro Station in Fairfax, Virginia. The company seeks a full-time Senior Contracts Manager to perform “cradle to grave” management of multiple prime and subcontracts awarded under federal government and commercial programs. The position reports directly to the Chief Operating Officer and is available immediately. Compensation is highly competitive and based on qualifications.
Responsible for performing and managing “cradle to grave” contracting functions across the company with minimal supervision; this includes the maintenance of not only Prime or Subcontracts but also of all Subcontracts and/or Purchase Orders issued by company to other vendors
Interpret solicitations (RFP, RFQ, BAA) and support the preparation and submission of cost proposals, to include pricing and narrative sections as needed
Draft, negotiate, and execute non-disclosure agreements, teaming agreements, memorandums of understanding, bailment agreements, and other relevant contractual agreements
Maintain electronic contract files
Maintain contract and subcontract data in company’s finance system in line with company’s accounting rules and requirements
Promote the achievement of targeted profit rates and favorable terms and conditions
Review contractual documents to ensure adherence to federal law/regulation, client requirements, and company policies
Maintain compliance with the company’s government-approved accounting, property management, and Contractor Purchasing System
Support reviews/audits of the company’s accounting and property management system
Ensure maintenance of and company’s compliance with the company’s Contractor Purchasing System; individual will own and be responsible for company’s Contractor Purchasing System and all supporting templates and documentation
Lead Contractor Purchasing System Reviews for the company upon receipt of request for system review by the Defense Contract Management Agency (DCMA)
Manage and guide company’s Purchasing Specialist in their day to day activities
Review, approve, and/or negotiate vendor terms and conditions for purchases made by Purchasing Specialist as applicable
Establish and maintain excellent external and internal customer relations
Liaison with company business development, finance, program management, and technical personnel to shape and interpret contractual requirements
Support other legal actions as necessary
Minimum of ten years’ experience in the federal government contracting space; experience working within the defense sector is highly preferred
Highly desired, but not required, is either an advanced degree in Law, Business, or related field or one (or more) of the following certifications from the NCMA: CPCM, CFCM, or CCCM
Expert knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) and government contract cost accounting principles
Familiarity with advanced issues in government contracting, such as intellectual property, conflicts of interest, export control, dispute resolution, etc.
Experience negotiating with both the U.S. Government and commercial contractors
Experience with maintaining and supporting the review of Contractor Purchasing Systems
Familiarity in contracting with foreign government or foreign commercial entities is desired but not required
Strong customer services skills are required
Strong verbal and written communication skills are required
Ability to make and execute independent, responsible decisions in a timely manner (this position will operate with little supervision and requires near-complete autonomy in all contracting matters)
Ability to cooperate with multiple organization on multiple projects simultaneously
Excellent organization skills and attention to detail
Strong Microsoft Word, Microsoft Excel skills are required
Experience using and/or administrating SharePoint
Experience with the use and maintenance of company contracts in financial systems like Deltek CostPoint, JAMIS, SAP, Oracle, Microsoft Navision, etc…
Experience managing one (1) or more employees in government contracts or purchasing is highly desired
Must be a U.S. citizen and be able to obtain a Secret Clearance.
