The incumbent serves as a Procurement Analyst at the National Library Service for the Blind and Print Disabled (NLS). Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Knowledge of Federal contracting laws and Federal Acquisition Regulations (FAR) principles, policies, and procedures to develop, issue and manage contracts.**
Ability to provide advice and assistance on Federal contracting/procurement issues and activities.**
Ability to build and maintain professional relationships.**
Ability to utilize computer technology.
Knowledge of research and analysis techniques and methods.
Ability to negotiate and monitor contracts.
Ability to communicate in writing.
