JOB DESCRIPTION Summary/Objective ATA is seeking a Subcontracts Manager to become a part of a dynamic Supply Chain team. The Subcontracts Manager is responsible for the cost-effective procurement and management of all Subcontracts and complex Purchase Order procurements in concurrence with ATA’s Purchasing Procedures, while maintaining compliance to the FAR and DFAR. Essential Functions The Subcontracts Manager duties will include: - Responsible for development and review of subcontract specifications, Statements of Work, and terms and conditions for the procurement of specialized services, materials, and/or equipment.
- Generates Requests for Proposals (RFP’s) to potential Subcontractors, for services, materials or equipment that are required by the company’s business efforts.
- Responsible for the entire Subcontract lifecycle including; defining requirements, flow-down of clauses, determining adequate competition or justifying the sole source natured procurements, negotiating with Subcontractors on both terms and price, writing, awarding, and closing out subcontracts when complete.
- Must be experienced in negotiations and well versed in standard contract terms
- Must be well versed in analyzing and evaluating proposals, writing and preparing cost / price analysis’
- Experience working with DCMA on Consent to Subcontract requests
- Ensures that the Subcontract complies with all applicable regulations and requirements within the company polices.
- Responsible for assessing Subcontractor risk, negotiating milestone payments to ensure cash positive status.
- Responsible for monitoring the performance of the suppliers/subcontractors; including deliverables, invoices, payments, change orders, modifications and disputes. Ensuring subcontractor performance is monitored.
- Responsible for working complex Purchase Orders, requires strategic thinking and problem solving
- Provide internal teams with appropriate reporting and metrics.

Position Type/Expected Hours of Work This is a full-time position. Days and hours of work are nominally Monday through Friday, 8:00 a.m. to 5 p.m. Travel Occasional. Primary Location ATA Albuquerque Office Required Education and Experience - BS degree in Business or related discipline such as Finance, Supply Chain, or Accounting or a minimum of 8 years of experience with contract/subcontract management, negotiation, and administration.
- Experienced negotiator.
- Experience performing market research and price/cost analyses on vendor/supplier proposals.
- Experience evaluating performance on current and previous awards regarding engineering, research and development, costs and profit.
- Experience in reviewing and evaluating vendors/suppliers proposals for adequacy and compliance with requests for proposal.
- Thorough knowledge of the Federal Acquisition Regulations (FAR/DFAR) mandatory flow down clauses and various types of agreements.
- Must be able to obtain and maintain a US Department of Defense Security Clearance.
Preferred Education and Experience - Deltek GCS Premier and Microsoft Suite experience
- Experience in advanced processing applications and techniques is highly desired.
