Overview

Conducts proposal preparation, contract negotiation and directs the oversight and management of assigned General Dynamics Ordnance and Tactical Systems (GD-OTS) domestic and international defense supply, production and research and development contracts. Directs activities concerned with contracts for sale of equipment, materials, products, or service by performing the following duties personally or through subordinates.

Major Position Responsibilities

  • Responsible for the direct supervision of the Contracts group at Marion, IL, whose function is the Contract Administration and Contract Management of all Domestic and International Prime contracts.
  • Evaluates terms and conditions of proposed and potential complex contracts. Coordinates any legal review on Terms & Conditions (T&C) that are referred to GD-OTS Legal for further review and/or approval. Oversees compliance with the terms and conditions of awarded contracts.
  • Develops proper contracting strategies to rectify contract performance issues.
  • Oversees the negotiation of major, highly-complex contract changes in price, terms and conditions and delivery as authorized.
  • Executes contracts and certificates on behalf of GD-OTS within limits of the appropriate Delegation of Authority or as delegated otherwise.
  • Participates in management review of contracts, makes risk assessment of RFP’s and makes recommendations to management on bid / no bid and the acceptance of RFP and contract terms and conditions.
  • Ensures the administration of contracts, including final approval of payment are completed as well as approves amendments to or extensions of contracts.
  • Prepares, reviews, and updates contracts department Policies and Procedures.

  • May supervise from 1 to 4 individuals in the area of contract administration/management.

  • Must be able to obtain a Secret Security Clearance.
  • Other duties as assigned.

  • Knowledge of Word Processing software, Spreadsheet software, Internet software, Order processing systems, Project Management Software, Database software and Contract Management Systems.
  • Possesses a demonstrated mastery of contracting methods and contract types used in the U.S. defense industry, as prescribed in the FAR and DFARS, gained through training and previous Contract Administration/Contract Management experience.
  • Strong computer skills, administrative data control, scheduling and team interface is required.
  • Strong written and verbal communication skills and teamwork are required.
  • Looking for ways to improve and promote quality is required.
  • Must manage competing demands while meeting commitments.
  • Works within the highest level of integrity, ethics and safety.
  • Operates under limited direction and exercises independent judgment.
  • Travel, including possible international travel, is required.

Qualifications:

  • Incumbent must be capable of performing and/or managing all contracts in process at Marion
  • Incumbent must possess strong interpersonal skills. These skills are necessary for both the internal and external customer interfaces.
  • Individual must be skilled in Microsoft Office Suite (Word, Excel, PowerPoint and Project).
  • The ability to supervise and manage the activities of assigned subordinates is a must.
  • Must possess a strong working knowledge of FAR/DFARS and UCC required.

Education/Experience:

  • Bachelor’s Degree in Business Administration or equivalent degree with continuing education in Government Contract Regulations required, MBA is preferred.          
  • Minimum 12 years related contract administration/management experience and/or training; or equivalent combination of education and experience with at least 8 years staff management experience.
  • Successful completion of training courses in Government Contracts, Government Contract Law, and Export Compliance / ITAR required.
  • Strong working knowledge of FAR/DFARS required.
