We work collaboratively with the other corporate services groups and all of the business lines. The Group’s responsibilities include: reviewing and providing comments on requests for proposals; preparing and negotiating contracts for our projects; and initiating and maintaining records pertaining to the company’s project work. Our goal is to provide exceptional service to our internal and external clients. The Senior Pricing Analyst and Negotiator will be involved in all aspects of government and commercial pricing and contracts. This includes reviewing RFPs and reviewing and assisting in preparing cost proposals and budgets. The Senior Pricing Analyst and Negotiator will also be responsible for coordinating with proposal managers on developing competitive and profitable rates and overall pricing strategies, negotiating pricing and rates with government clients after contract award, and responding to client pre-award/post-award audit requests. Lastly, the Senior Pricing Analyst and Negotiator will support our Marketing team in providing information required for pre-qualifications, maintaining client and project information pertinent to budgeting in company databases, and maintaining company information/certifications in government databases. Essential Duties and Responsibilities Cost Proposals and Budgets •Price and/or cost proposal lead responsible for understanding and communicating RFP requirements, assist in developing cost and price proposals, analyzing cost data, and recommending pricing approach to proposal team •Review solicitations, RFPs/RFQs, provide pricing support (as needed) for the development of proposals through its various phases and color review teams, and submittal of proposal •Collaborate with proposal team to develop competitive pricing strategies, to create rate structures, price quotations, and cost proposals that are part of responses to solicitations, determine proper staff mix for labor category rates and descriptions •Facilitate the timely development of cost proposal and cost elements in accordance with technical, management and cost specifications of an RFP •Evaluate subcontractor cost proposals for compliance with client/solicitation requirements •Coordinate with clients, prime contractors, subcontractors, and vendors regarding project budgets, rates, and other pricing issues and questions Contracts Negotiation and Management •Negotiate rates, price, and related terms with clients during pre-award and post-award stages •Work in conjunction with project team to ensure CS has appropriate mix of staff to fit within rate/pricing requirements •Maintain and update CS labor rate, overhead, and other financial and compliance information in client registration systems • Review and map job descriptions/labor categories to the appropriate CS staff •Develop client-specific and project-specific pricing templates to evaluate different strategies and to comply with client requirements •Respond to and facilitate client reviews and audits of labor rates, overhead rates, and profit percentages; prepare explanations of cost elements for presentation to clients •Oversee System for Award Management (SAM) annual renewal process and federal reporting •Track and initiate rate increase requests for ongoing multi-year contracts Contracts Support •Assist and participate with Accounting in preparing material for GSA audits, updates, and maintenance of GSA Professional Service Schedule to evaluate staff assignments and project profitability, only if candidate has prior experience with GSA Schedules •Review payroll register requests to ensure the rate being supported is consistent with the project and client •Coordinate with Accounting to obtain overhead rate approval in applicable states; support individual state and client audit processes Position Requirements •Bachelor’s degree in Accounting, Mathematics, Business, or equivalent •Minimum of 8 years’ experience in a pricing-related role for a government contractor •Proficiency in understanding government RFPs, RFQ’s and other solicitation •Strong understanding of Federal Acquisition Regulations (FARS), System for Award Management (SAM), multi-award IDIQ contract vehicles, and other general federal procurement processes, regulations, and contracting requirements •General knowledge and understanding of Cost Accounting Standards •Knowledge of industry norms and of the business and legal issues unique to government contracting; ability to liaise with government representative •Strong understanding of accounting practices including audits, cost pools, rates, bid rates, and analysis of contract cost data •Strong ability to read and analyze budgets and develop rates •Prior successful collaboration with program/project managers, procurement staff, and business executives in a fast-paced environment •Proficient in all MS Office Applications, particularly Excel; advanced Excel knowledge
