Design To Delivery Inc (D2DInc) is seeking a Contract Specialist in Beltsville, MD The contract specialist will work directly with the Contracting Officers in the Contracting Operations Branch, Engineering Project Managers (EPM) in Facilities Division, and Architect-Engineering firms to develop the programming and bridging documents for the project. This work includes contracting for space programming/allocation for research operations, participating in a design charrette and program document reviews, engineering support and calculations, cost estimating, review of contract documents for engineering and programming and participation in design review meetings. Interacts with contracting staff, engineering staff, contract architects and engineers, and program scientists at the Locations and the Area Offices regarding the development of programming and conceptual design documents. Performs contracting specialist support during the bidding phase of the identified projects. Responsibilities: The contracting specialist will work directly with the assigned Contracting Officers and Engineer Project Managers to: - Perform contract specialist support during the bidding and award of A/E design review contracts. The tasks include development and review of documents prior to issuing for proposals, assist with coordination on answering questions from bidders/contractors, and as well as providing contract expertise in the technical review panel as a non-voting member.
- Performs contracting contract support during the design/construction phase (as design-build or design-bid-build) of the identified projects.
- Provide contract development and administration support for design and construction management contracts for the identified projects.
- Develop and provide draft documentation for all notifications and solicitations for design contracts leading to a project advertisement in a reasonable amount of time to allow responsive and responsible submissions (design analysis, specifications and drawings, cost estimates, engineering calculations, code analysis, approvals by local authorities) and participates in design review meetings.
- Develop and provide draft documentation including notifications and solicitations for construction contracts leading to project advertisement in a reasonable amount of time to allow responsive and responsible submissions.
- Provide contracting support to the EPM in the form of review comments on contact documentations for submittals and shop drawings.
- Provide substantive input while participation in construction progress meetings, monitoring contract schedules, evaluation and inspection of construction activities, evaluation of contract changes, proposals, and commissioning activities.
- When called on to do so, provide contracting knowledge during collaboration event amongst the engineering staff, contract specialists, contract architects and engineers, and program scientists for both design and construction activities.
- The contract contracting specialist will provide expertise in support in the review of task orders issued to existing A/E IDIQ contractors.
Qualifications: - Will perform a variety of contracting support functions for the programming/planning and development of contracts for the conceptual design/bridging documents for the B&F projects identified above and others in consideration for funding.
- Proficiency in design, construction and renovation contract development and execution is required.
- Must have experience in all phases of contract development and administration for design and construction/renovation contracts for major facilities projects, with a focus of research laboratories.
