The DC&PM will be responsible for accepting and managing all binding agreements, MOUs, contracts, and sub-contracts on behalf of NCS. Once a contract is established, individual appointed to this position will be responsible for managing its entire lifecycle, from award or signing until final disposition. For large contracts that require a formal program management team, the DC&PM will either directly serve as a Program Manager or manage others in such positions to amalgamate resources from the different elements in the company to serve the customer. This position will report to the Vice President, Strategic Initiatives.
Issue, receive, review, edit/modify, negotiate, accept, manage, archive, and dispose NDAs, MOUs, Teaming Agreements, Contracts, and Sub-contracts to facilitate NCS business transactions with OEMs, partners, and customers
Manage contracts including preparing and submitting technical refresh or substitution proposals, exercising options, coordinating the compilation and submission of reports, attending meetings & conferences, managing NCS’ compliance with contract requirements, etc.
Negotiate contract pricing and terms & conditions with OEMs, partners, and customers with assistance from product managers
Calculate, ensure accuracy, and submit for payments fees that NCS is required to pay for sales under certain GWAC contracts such as GSA, SEWP, etc.
Serve as the NCS audit coordinator to respond to Government agencies seeking to verify and validate sales & performance data, industrial funding fees, contractual compliance metrics, etc.
Work with, assist, and provide performance data to partners of certain socio-economic Federal reseller partners for them to maintain and manage their prime contracts with the government
Serve as the “go to” person for FAR/DFAR, how to interpret them, and how best to use them to protect and promote NCS’ interest
Assist the proposal development team with write-ups addressing contractual matters such as for past performance, contract & program execution methodologies, business management, FAR/DFAR, regulatory compliance, etc.
Develop implementation plans for all functional elements within the company to perform their assigned roles and amalgamate their efforts toward successful administration and execution of each contract
When necessary, set up program management teams of functional managers and specialists and/or serve as Program Manager to oversee and coordinate on-going deliveries of products and services under contracts, maintain relationship with customers and other stakeholders, ensure NCS’ fulfillment of our obligations, and position the company for the future competition
Minimum of Bachelor of Arts or Science in business administration & management, science, or humanity
Must possess a self-starter, entrepreneurial, “can do”, and energetic personality
Keen understanding of FAR & DFAR and appreciation for their requirements on and relevance to Federal contracts and must be able to navigate these two bodies of regulations to research issues in depth
Intimately familiar with numerous Federal GWAC vehicles such as GSA, SEWP, NIH-CIO, etc. in terms of how they are managed, how end customers rely on them for the acquisition of IT products and services, how competitions among contract holders are conducted, etc.
Keen sense of situational awareness in perceiving the various internal and external factors such as human relationship & resources, budgetary constraints, information resources, unrealistic timelines, etc. that might impact NCS’ contractual performance or compliance
Minimum of five years of experience in managing and delivering on Federal and state/local contracts
A general understanding of the marketplace for computer & peripheral products and services, its OEM and integrator/reseller landscape, and overall competitiveness
Willing and able to travel occasionally by car, commercial airlines, and other means when appropriate
Must be able to maintain a suitable working environment at place of residence to project a professional image in on-line meetings with other parties
Strong writing skills and ability to effectively and professionally communicate orally
Intermediate skills with office automation applications such as MS Outlook, Excel, Word, PowerPoint and U.S. Government contract portals
Secret clearance is strongly preferred but must otherwise be able to obtain such clearance when required
