The Sr. Contracts Specialist role requires thorough knowledge of the rules and regulations of government contracting and understanding of the requirements of government sales. The Sr. Specialist will be responsible for providing administrative and management support to a portion of the MAXIMUS Federal Contracts Department portfolio. The successful candidate will serve as the primary Contracts point of contact for an operating unit within the Federal segment, support proposal activities, as well as performing the entire contracting life cycle from award and execution to close-out and archiving. The Sr. Specialist will work with Contracts Department Managers, Directors and VP, Business Development and client-facing company VPs, Directors and Program Managers on contractual activities both pre-and post-award.
Essential Duties and Responsibilities include: •Review solicitations and prepare specialized and/or non-routine responses for proposals. •Work directly with Business Development assisting with the overall procurement approach. •Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure, ultimately reducing risk to the company. •Provide authoritative guidance to internal business teams on corporate goals and objectives relating to contract activity. •Interact and communicate as appropriate with finance/accounting and business team disciplines for kickoff meetings, resolution of contract issues, and disputes. •Develop negotiation strategy and assist with negotiation on contractual issues. •Coordinate with Contracting Officers and industry counterparts to obtain administrative documentation required to ensure contract file and regulatory compliance. •Manage contract change control process. •Maintain contract data base and associated files. •Execute entire contracting life cycle, from participation in proposal preparation through award and execution to close-out and archiving. •Lead compliance tracking in all areas of performance required by the contracts agreements. •Provide client, project, operations and corporate compliance reporting and analytics. •Monitor and report on Service Level Agreements (SLAs). •Meet with customers and third-party auditors as required and ad-hoc. •Oversight of external auditors and vendor quality assurance audits. •Deliver regular updates to project management.
US Citizen Bachelor's degree (or equivalent experience) with 5+ years of experience; Advanced degree, certification, or professional designation preferred. Develop solutions to a variety of complex problems. Work requires considerable judgment and initiative. Exert some influence on the overall objectives and long-range goals of the organization.

- Lead compliance tracking in all areas of performance required by the contracts and vendor agreements. - Provide client, project, operations and corporate compliance reporting and analytics. - Monitor and reports on Service Level Agreements (SLAs). - Meet with subcontractors, vendors and third party auditors. - Develop business continuity, disaster recovery and document archiving reports. - Oversight of external auditors and vendor quality assurance audits. - Deliver regular compliance updates to project management. - Ensure staffing/operations/quality management plans appropriately updated. Minimum Requirements: - Bachelor's degree with 5+ years of experience; Advanced degree or professional designation preferred. - Develop solutions to a variety of complex problems. - Work requires considerable judgment and initiative. - Exert some influence on the overall objectives and long-range goals of the organization.
