RAND is seeking a Contract Administrator to join our Contracts & Grants Department. As a Contract Administrator, you will collaborate with RAND leaders and staff across research units to provide cradle-to-grave contracts administration, specifically by:
Participating in the preparation of proposals and bid responses for potential and existing customers
Developing negotiation strategies and drafting contract language in consultation with colleagues
Conducting negotiations on price, and terms and conditions of contracts; ensuring the contract reflects agreement, obtaining approvals to complete the contract
Identifying potential risks and resolving or mitigating them to protect RAND’s interests
Administering contracts and providing information, status and/or action reports
Ensuring that Requests for Proposals (RFPs), contract documents and other actions are consistent with RAND policy and other applicable regulations
Providing contract management oversight to ensure that business agreements are made in accordance with RAND objectives and regulations
Functioning as the business interface with RAND’s external and internal clients
Making recommendations for improving policies and procedure
Minimum BA/BS .
Minimum of 6 years of experience
Knowledge and Skills
Ability to research, interpret, and communicate requirements to ensure RAND’s rights and obligations are protected
Demonstrated ability to clearly and effectively communicate with functional team members
Ability to establish strategic and collaborative working relationships with internal and external clients
Strong ability to manage a large volume of tasks, and competing priorities in a reliable manner
Preferred experience with contracting or grants
Working knowledge of the Federal Acquisition Regulations and agency supplements (e.g., DFAR) and how they apply in the real world is a plus
Knowledge of various contract types and how they influence all aspects of project implementation, administration and compliance a plus
Negotiation skills a plus
Critical thinker and like to help create solutions rather than wait for someone else to solve challenges
Strong communication skills – ideal candidate will be able to communicate effectively with colleagues, clients and others.
