We are looking for a Capital Planning Specialist to join our practice as a 1099 consultant. This candidate will assist in preparation of documentation to support strategic planning, programming, budgeting, and execution. The candidate will provide cost estimation, cost/benefit studies, financial analysis, analysis of alternatives, return on investment, and other analyses in support of capital planning and investment control.
Responsibilities:
- Compile and enter cost estimates in the client’s ACEIT (Automated Cost Estimating Integrated Tool) system
- Assess and understand the intent, scope, and components of key initiatives through collaboration with Arc Aspicio and client personnel
- Identify and break down key cost drivers for analysis
- Through independent research and collaboration with Arc Aspicio and client experts, update existing estimates
- Develop clear, concise, and informative documentation explaining costs, options, and implications
- Work through ambiguity to draw conclusions, drive results and deliver meaningful solutions
- Research best practices, support collection and analysis of data to detect trends and make recommendations
- Develop and review business cases for Information Technology (IT) investments
- Support IT portfolio management and governance of IT investments in accordance with DHS policies and directives
Required Qualifications:
- 5+ years of cost estimation and capital planning experience
- Expertise in the ACEIT (Automated Cost Estimating Integrated Tools) software
- Possesses and applies expertise on multiple complex work assignments which are broad in nature, requiring originality and innovation in determining how to accomplish tasks
- Must be organized and able to work independently and deliver against tight timelines
- Must be able to collaborate closely with other project team members and work effectively with various levels of the business community
- US Citizenship only (no dual citizenship)
- Education: At least an Associate degree
- Critical Skills: Entrepreneurial spirit, strong work ethic, excellent problem-solving skills, resilience, flexibility, learning-oriented, excited to engage
