Responsible for managing the contracting process, including review and analysis of solicitations. Administer Cost Plus Award Fee contract, primarily for logistics services for the U.S. Navy. Review all document submissions, including proposals and estimates, while ensuring compliance with the contract; the Contractor’s approved business systems; and client/US Government requirements, rules, processes or regulations. Advise Project Managers and other project personnel on contract requirements and risk mitigation approaches. Job tasks correctly performed impact directly on cost containment, efficiency, profitability and operations. Prepare and maintain contract documentation such as task orders, contract modifications, letter correspondence and notices. Prepare documentation involving expression of the company’s position on potential disputes, claims or protests. Interface with US Government Contracting Officers (CO) on a regular and routine basis. Develop a collaborative positive working relationship based on respect, honesty, and transparency
o EDUCATION: Bachelor’s degree in business administration, engineering, or finance and accounting. A Master’s degree is a plus. Further demonstrated continuing education in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
o EXPERIENCE; The CS shall have at least 7 - 10 years’ experience in Government contract administration. Specific experience in administration and management of cost-plus award fee or cost-plus contracting is required. Specific experience with OCONUS Base Operations Support contracting is preferred.
o ABILITIES: The candidate must be a self-starter capable of working in a fast-paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals. Proven management skills to include effective planning, organizing, directing and controlling with strong decision-making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus. Understanding of litigation and claims processes and experience with legal communities. Excellent communication skills – verbal, written and listening. Ability to interact with staff at all levels from craft persons to senior executives. Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.
