Contract Management, Department of Defense, Subcontract Management
The Senior Contract Specialist will have the knowledge, skills and experience to provide both pre- and post-award contract support services to one or more Program Offices. Support services may include preparation of the full range of documentation including, but not limited to, pre-award: Acquisition Plans, Market Research Reports, cost/price analysis, Determination and Findings, Request for Quotes and Request for Proposals, Statements of Work, Statements of Objectives, Performance Work Statements, Source Selection Plans, Quality Assurance Surveillance Plans; and post-award: contract performance monitoring, Engineering Change Proposals, Contract Data Requirements List and Data Item Descriptions, modifications, invoice reconciliation, inspection and acceptance, contract closeout.
The candidate shall have the following:
Knowledge of the laws, regulations and procedures applicable to the Federal procurement process and extensive experience applying them. Specifically, at a minimum, the Federal Acquisition Regulation (FAR). Desired: Homeland Security Acquisition Manual (HSAM) and Homeland Security Acquisition Regulation (HSAR).
Experience and skills providing direct customer support at a Program Management Office level or higher.
Knowledge of and experience with various contract types including Firm Fixed Price and Time and Material.
Knowledge of and experience with Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts, Options and Basic Purchase Agreements (BPAs).
Extensive knowledge of and experience with FAR:
Part 12 Acquisition of Commercial Items
Part 13 Simplified Acquisition Procedures
Part 15 Contracting by Negotiation
Part 37 Service Contracting
Part 38 Federal Supply Schedule Contracting
Part 42 Contract Administration and Audit Services
Part 43 Contract Modifications
The following qualifications are desired:
Current U.S. Customs and Border Protection Background Investigation
Certified Professional Contracts Manager (CPCM)
DAWIA Level III, Program Management and/or Program Management Profession (PMP)
The following qualifications are required:
DAWIA Level III, Contracting and/or FAC-C Level III
Former Government Contracting Officer, Warrant ≥ $10M
