Focused on delivering unsurpassed services in support of law enforcement and homeland security, due to an internal promotion, FSA Federal, a rapidly growing joint venture owned by trusted solutions providers SAIC and Amentum, has a vacancy for a Subcontracts Administrator.
The Subcontracts Administrator will provide support to FSA in all subcontracting and procurement matters. These duties can be grouped into 2 main categories.
Provides support for the management, administration, coordination, and oversight for all aspects of the day-to-day duties of subcontract administration, including:
Provides routine subcontract support including day-to-day administration activities
Prepares and issue requests for proposals and quotes and amendments to both
Prepares subcontract modifications, purchase orders and work assignments and all attachments and flow-downs
Prepares various non-disclosure and teaming agreements, consultant agreements and other correspondence
Conducts pre-award due diligence
Reviews proposal submission packages for compliance; secures corrections where needed
Supports subcontractor timesheet report reviews
Supports vendor setups in accounting system and purchasing system
Secures subcontractor Certificates of Insurance
Maintains Costpoint funding entry/Purchase Order Work Assignment
Provides support in updating other contract databases as needed
Provides support with small business subcontract reporting
Interfaces with Finance for the timely payment of vendor and subcontractor invoices
Identifies and resolves moderate issues and problems on assigned subcontracts Identifies risks and areas of concern on contract terms and conditions and escalates issues to the Contracts Manager
Participates in management review of proposals/contracts and in the conduct of program reviews
Coordinates and communicates with internal and external personnel at various levels to get required results
Advises management of potential improvements or new approaches
Assists the Contracts Manager and Contracts Administrators with contract and subcontract closeout activities
Supports all aspects of the purchasing and procurement functions, including:
Receives and reviews purchase requests
Maintains purchasing database and tracks receiving of purchased items
Evaluates vendor performance on an ongoing basis
Researchs product or service specifications and prices as needed
Supports the bidding and quoting process with external suppliers to ensure best value as needed
May prepare purchase orders on behalf of the company
Specific projects and other duties as assigned
Duties to be performed in Herndon, VA or via Telework
Minimum Educational Requirements:
Bachelor's degree preferred; additional work experience and/or relevant certification (CPCM, CFCM, CCM, etc.) may be substituted for degree.
High School Diploma/GED required
At least 5 years of direct experience in subcontracts and/or procurement
At least 3 years of experience in government contracting
Familiar with relevant laws, regulations, terms, conditions, and policies governing Federal Government contracts, including FAR, DFAR, and CAS
Familiar with T&M, Fixed Price, and ID/IQ Contracts
Demonstrated progressive experience with increasing levels of responsibility throughout the supply chain
Excellent written and oral communication skills
Strong organizational skills
Strong Microsoft Office skills (including Outlook, PowerPoint, and Word)
Advanced Excel Skills to manipulate reporting data and create formulas
Experience with Contract Management Systems and Deltek Costpoint a plus.
Contracts certification (CPCM, CFCM, CCCM, etc.)
