Administers subcontracts to ensure fulfillment of contractual obligations. Generates requests for proposals, monitors subcontracts deliverables, ensures vendor contractual compliance with applicable commercial or government regulations and EnergySolutions’ policies and procedures.
Develops and produces subcontract documentation such as: request for proposals/quotations, subcontracts, purchase orders, basic ordering agreements and their respective modifications and change orders.
Evaluates subcontractor pricing proposals/quotations, determines offer responsiveness, and eligibility for award and facilitates evaluation team discussions and subcontractor negotiations.
Maintains subcontract files.
Monitors and tracks subcontract deliverables and compliance with terms and conditions.
Reviews and processes purchase requisitions.
Coordinates supplier invoicing and payments with accounting and finance department.
Monitors subcontract funding, and conducts subcontract cost audit as part of closeout process.
Conducts cost and/or price analyses to ensure fair and reasonable prices.
Administers subcontracts of moderate scope and complexity.
There is no supervision of other workers at this level.
Performs other duties as assigned.
Experience in the acquisition of a wide range of commodities, engineered equipment and in major construction and service subcontracts.
Procurement experience operating in a Commercial NRC QAP Project environment.
Ability to successfully make quick decisions and meet goals while working under severe time constraints.

Strong written and verbal communication skills.
Ability to work as a team member.
Ability to adapt and work on varying assignments.
Advanced proficiency using Microsoft Office products, particularly Outlook, Word, Excel, and Teams.
A minimum of 3 years of industry related experience.
Basic knowledge of SAP S/4Hana applications preferred
Working knowledge of FAR/DFAR and contract terms and conditions preferred
Certified Professional in Supply Management (CPSM) certification preferred
Procurement experience operating in a FAR/DFAR Project environment preferred
Additional Salary Information: This is a entry level subcontracting position. No telecommuting. No relocation package. This position may reside in downtown Charlotte or Middletown, PA.
