Manage, administer and monitor contract performance and delivery schedules on government contracts and provide leadership oversight for resolution of compliance issues for Contract Administrators.
DUTIES AND RESPONSIBILITIES
(1) Negotiate and Administer agreements between Company/customers/subcontractors/vendors ensuring adherence to Company policies and procedures. (2) Review contract solicitation terms, handle contract award confirmations, interpret agreement terms and conditions and identify potential issues, reviewing agreement amendments/modifications and incorporate changes (3) Review contractual documents to ensure adherence to company policy, government specifications and requirements. (4) Provide contractual advice, guidance and support to Contracts Administrators, Program Managers and Operations Management. (5) Provide leadership and guidance to assigned staff and ensure proper and timely performance of duties. (6) Mentor and provide guidance and direction to contract administrators. (7) Assist in development of bid strategy and proposal preparation and review. (8) Manage monitoring and reporting activities related to compliance with Company policies and government regulations. (9) Manage performance requirements and delivery schedules of multiple and/or complex contracts. (10) Assist in developing bid strategy and manage contract function for program bid proposals/bid protests. (11) Review and resolve issues affecting compliance and ensure satisfaction of legal/regulatory requirements. (12) Track contract performance and manage contract changes, modifications and REA’s. (13) Review proposals and contract actions prior to signature or negotiation to ensure appropriate factors have been considered and all necessary information on contract risk mitigation has been gathered. (14) Draft and review NDA’s, MOU’s, MOA’s, teaming, consultant and other agreements. (15) Ensure protection of company interests and intellectual property during negotiations and fully document negotiation outcomes. (16) Develop list of prime contract flow-down clauses for inclusion in subcontract requests for quote/proposal. (17) May evaluate subcontractor proposals for completeness and adherence to compliance with Prime contract flow down requirements. (18) Provide guidance on contract policies, procedures and other business and contractual or compliance matters affecting the Company. (19) Administer contracts by executing all change notices and preparing all correspondence to obtain extensions to the period of performance, provide additional funding requirements, and notify of change of key personnel and cost increases. (20) May provide administrative modifications to subcontractors, as required. (21) Coordinate contract closes out and handle audits.
(1) Bachelor’s degree in Business or related field with seven or more years of progressive experience in government contracts. (2) Proven negotiating skills and the ability to exercise sound business judgment and discretion is critical. (3) Comprehensive knowledge of FAR, DFARS, and government procurement/contracting cycle spanning all major contract types (FFP, FPI, CPAF, CPFF, CPIF, T&M, BOA, IDIQ). (4) Experience in management of government contracts. (5) Detailed knowledge of government intellectual property (IP)/software and data rights clauses and IP marking guidelines. (6) Detailed knowledge of source selection/evaluation process including cost and price analysis. (7) Knowledge of requirements for and experience in administration of government property. (8) Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention. (9) Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.’s teaming and other forms of agreements. (10) Familiarity with general business operations and management functions and principles (business development, finance/accounting, operations, information technology). (11) Ability to interact professionally and effectively at all levels of the organization. (12) Excellent written, verbal and presentation skills. (13) Prefer membership in the National Contract Management Association and CPCM designation highly desirable. (14) Previous management experience. (15) General computer proficiency and familiarity with Microsoft Office programs.
Candidate must be a U.S. citizen and meet DoD/Company security standards, including ability to obtain U.S. government security clearance.

Additional Salary Information: Salary is not set in stone, can go into the mid 100k's for the right candidate
